CITY COUNCIL MEETING
MINUTES
January 8, 2018
6:30PM
Presiding over the meeting was Mayor Arline Chapman. In attendance were Council Members, Terry Gray- Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4, and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Megan Reid – City Clerk, and Tim Chambers- City Attorney.
Agenda Item 1. Call to order
Mayor Arline Chapman called the meeting to order
Agenda Item 2. Invocation
The invocation was led by Mayor Chapman
Agenda Item 3. Pledge of Allegiance
Mayor Chapman led the Pledge of Allegiance
Agenda Item 4. Awards, Recognitions, & Donations
- Mayor Chapman recognized Chief Cripps for completing the FBI Leed Program and he was awarded the FBI Trilogy award.
Agenda Item 5. Council Members Tim Savage and Mike Harper were sworn in by Mayor Chapman and Emily Moore from the Solicitor’s Office.
Agenda Item 6. Additional Agenda Items
Rearranged the order and moved Agenda Item 14 to after Agenda Item 7.
Removed Item 13.
Agenda Item 7. Approval of the Agenda Items
Motion 1 – was made by Council Member Tim Savage to approve the agenda with changes and was seconded by Council Member Mike Harper.
Motion passed unanimously
Agenda Item 14. Alcohol License for Christina Milazzo —Public Hearing and Decision
Public Hearing opened by Mayor Chapman.
Closed by Mayor Chapman with no comments from the public.
Motion 2- was made by Council Member Mike Harper to approve the alcohol licenses for Christina Milazzo and was seconded by Council Member Linda Finger.
Motion passed unanimously.
Agenda Item 8. Budget Adjustments
None.
Agenda Item 9. Approval of Minutes
Motion 3 – was made by Council Member Linda Finger to approve the minutes of December 4, 2017 with a correction to item number 18 and was seconded by Council Member Tim Savage.
Motion passed unanimously.
Agenda Item 10. Appointment of Mayor Pro Tem
Motion 4- was made by Council Member Linda Finger to appoint Council Member Terry Gray as Mayor Pro Tem for 2018 and was seconded by Council Member Mike Harper.
Motion passed unanimously.
Agenda Item 11. Appointment of Authorized Check Signers.
Motion 5- was made by Council Member Mike Harper to appoint Mayor Arline Chapman, Council Member Linda Finger, and City Manager Bob Thomson to be check signers for 2018 and was seconded by Council Member Tim Savage.
Motion passed unanimously.
Agenda Item 12. Reappointment of City Clerk – Treasurer
Motion 6- was made by Council Member Mike Harper to reappoint Megan Reid as City Clerk and Treasurer and was seconded by Council member Terry Gray.
Motion passed unanimously.
Agenda Item 13. Deleted
Agenda Item 15. Supplemental Lease Resolution for United Bank (last F-350 for Public Works)
Read aloud by City Attorney Tim Chambers.
Motion 7- was made by Council Member Linda Finger to approve the resolution as read and was seconded by Council Member Tim Savage.
Motion passed unanimously.
Agenda Item 16. Annual Retreat Date
Council agreed to look at the first and seconded weekend in February.

- Terminal Agency Coordinator Training in January
