CITY COUNCIL MEETING

MINUTES

March 6, 2017

 

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Terry Gray – Post 1, Linda Finger – Post 2, Mike Harper – Post 4 and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers-City Attorney, and Megan Reid-City Clerk. Timothy Savage- Post 3 was absent.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Arline Chapman

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Arline Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

  1. Oath of Office
    1. Robert Piccarreto was       sworn in to office as Municipal Judge of Porterdale by Mayor Chapman.
    2. Stephen Coxen was sworn       in as Solicitor of Porterdale Municipal Court by Mayor Chapman.

Agenda Item 6 – Approval of Agenda

 

Motion 1- was made Council Member Linda Finger to approve the agenda and was seconded by Council Member Terry Gray.

 

Motion passed unanimously.

Agenda Item 8 – Comprehensive Plan Update

 

None

 

 

 

Agenda Item 9 - Approval of Minutes

 

February 6, 2017- Council Meeting Minutes

 

Motion 4- was made by Council Member Linda Finger to table the approval of the minutes until April 3, 2017 so that City Manager Bob Thomson can provide City Clerk Megan Reid with the notes from the end of the meeting and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

 

Agenda Item 10– Animal Ordinance

 

Read Aloud by City Manager Tim Chambers

 

Motion 4- was made by Council Member Linda Finger to approve the 3rd and final reading of the Animal Ordinance and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 11 – Auditor’s Contract for 2016 Audit

 

Motion 5- was made by Council Member Linda Finger to authorize the Mayor to execute a contract with Clifton, Lipford, Hardison & Parker was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

  • Mayor Chapman updated the Council of the K9 Memorial Event

 

 

City Manager, Bob Thomson

  • Submitted the Multimodal      Grant for $130,000
  • The USDA Sewer Project has      completed the title work
  • Waffle House is moving      forward
  • Megan Reid and Willie      Milligan will begin training for Access and Excel

 

Mayor Arline Chapman-

  • She attended Town Hall      Meeting on March 4 at Nancy Guinn Library in Conyers hosted by Rep. Pam      Dickerson and said it was very informative

  • CARE Fish Fry to be held at Porterdale Bar and Grill on 4/1 from 11am to 3pm
  • Rick Vaida contacted a gentleman who will be making a bracket to hold the bronze plaque in the Veterans’ Park located on Elm Street

Motion 5-  was made by Council Member Linda Finger to go into Executive Session for Real Estate Matters and Potential Litigation and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

Motion 10 - was made by Council Member Lowell Chambers to adjourn and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.
