CITY COUNCIL MEETING

MINUTES

June 5, 2017

6:30PM

Presiding over the meeting was Mayor Arline Chapman. In attendance were Council Members, Linda Finger – Post 2, Mike Harper – Post 4 and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers – City Attorney and Megan Reid – City Clerk. Terry Gray – Post 1 and Timothy Savage – Post 3 were absent.

Agenda Item 4. Awards, Recognitions, & Donations

  1. CARE Scholarship Award

William Thompson of Ivy Street was awarded a $1,700 scholarship by the C.A.R.E.  Committee Linda Finger, Rick Vaida, Joe Norwood, Sally Jarrett, Dori Stiles, and Jill Williams. He is attending Strayer University.

Agenda Item 6. Approval of the Agenda Items


Motion 1 - was made by Council Member Linda Finger to approve the agenda with the correction of Agenda Item Number 13 to change the word “Accept” to “Approve” and was seconded by Council Member Lowell Chambers.


Motion passed unanimously

 

Agenda Item 7. Budget Adjustments

 

Resolution to amend the 2016 Budget was read aloud by City Manager Bob Thomson.

 

Motion 2 - was made by Council Member Lowell Chambers to approve the Budget Amendment Resolution and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

Agenda Item 8.  Comprehensive Plan Update
City Manager Bob Thomson and Downtown Director Josephine Kelly will meet to follow up on the progress of the Comprehensive Plan.


Agenda Item 9. Approval of Minutes

 

Motion 3 - was made by Council Member Linda Finger to approve the minutes of February 6, 2017 and was seconded by Council Member Mike Harper.


Motion passed unanimously

 

Motion 4 - was made by Council Member Linda Finger to approve the minutes of May 1, 2017 and was seconded by Council member Mike Harper.

Motion 5 - was made by Council Member Linda Finger to approve the minutes of May 9, 2017 and was seconded by Council member Lowell Chambers.


Motion passed unanimously

 

Agenda Item 10. Tax Anticipation Loan Resolution of $200,000

 

Read aloud by City Attorney Tim Chambers.

Motion 6 – was made by Council Member Linda Finger to approve the the resolution for the Tax Anticipation Note of $200,000 and was seconded by Council Member Lowell Chambers.

 

Motion Passed unanimously

 

Agenda Item 11.  Approval of Proposal for new HVAC units by J.S. Owens


Motion 7 - was made by Council Member Linda Finger to authorize J.S. Owens to install the HVAC Units for City Hall, 2800 Main Street and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

Agenda Item 12.  Independence Day and Yellow River Jam Open Container Ban Lift Resolution

 

Read aloud by City Attorney Tim Chambers.

 

Motion 8 - was made by Council Member Linda Finger to approve this resolution as read and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 13. Approve the purchase of the Ford 555D Tractor $2,500

 

Motion 9- was made by Council Member Linda Finger to approve the purchase and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

Agenda Item 14.  Approval of proposal for Appraisal Services

 

Motion 10 - was made by Council Member Linda Finger to approve the proposal from the appraisal service and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

Agenda Item 15.  Historic Preservation Ordinance Amendment Section 107-90 To Provide For Exemptions To The Requirement Of Obtaining Certificates Of Appropriateness For Department Of Transportation Funded Work And For Local Governments As Provided By State Law

 

Read aloud by City Attorney Tim Chambers

 

Motion 11 - was made by Council Member Lowell Chambers to approve the 1st as the 2nd reading and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 16.  Alcohol Ordinance Amendment- Section 4-59 Therefore entitled “Hours of Operation

Motion 12 - was made by Council Member Linda Finger to approve the 1st as the 2nd reading and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

Agenda Item 17.  Approval of Fireworks Agreement with Mr. Jody Nolan

 

Motion 13 - was made by Council Member Linda Finger to approve the agreement with Jody Nolan for firework services and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

Agenda Item 19. Member Comments


City Clerk Update- Megan Reid

  • Will be out of the office on June 6, 2017 for Main Street 101 Training in Macon, GA
  • Will be attending Election Training on July 11 – 12 in Warner Robbins, GA
  • Certificate of Appropriateness applications are now being given out with the Design Guidelines in hopes that it will be an educational feature on how the Historic Preservation Commission desires the work to be completed and reduces confusion for the Contractor

 

Downtown Director-

  • Provided Mayor and Council with the details for the Independence Day Celebration on July 1
  • Presented written monthly report


Police Chief- Jason Cripps

  • Updated Mayor and Council on training for officers
  • Presented written monthly report for Crimes and Incidents

City Manager- Bob Thomson

  • Requested off June 8 and 9


Mayor Arline Chapman

  • Wished everyone a wonderful summer
  • Would like for everyone to please keep an eye out for children out and about this summer
  • Proud of the volunteers who brought books to the kids and the lunch program (providing lunch for kids in Porterdale every day at 12p)

    • Cindy Milligan has received       training
    • Certificate of Appropriateness       Applications for 25 Poplar Street and 59 Poplar Street were both approved
    • 16 Elm Street Certificate of       Appropriateness Application will be heard at the June Meeting
    • Historic Preservation       Commission will be updating the design guidelines
