CITY COUNCIL MEETING

MINUTES

August 4, 2014

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Anita Rainey – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, and Lowell Chambers- Post 5.  Mike Harper – Post 4 was absent. Also in attendance were the City Manager, Bob Thomson, City Attorney, Tim Chambers, and City Clerk, Megan Reid.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Chapman.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

 

Received a donation from Mazie Madsen for Police Supplies.

 

Motion 1 was made by Council Member Linda Finger to accept and approve the donation to the Police Department Supply Category and was seconded by Council Member Anita Rainey.

 

Motion 1 passed unanimously.

 

Eva Smith and Brenda Sneed of MADD recognized Lt. Cripps for Dedication and Hardwork Saving one life at a time for 2013. She also recognized Ofc. Kevin Courchaine for 25 DUI arrests in 2013.

 

Agenda Item 5- Additional Agenda Items

 

Motion 2 was made by Council member Linda Finger to add Agenda Item 11B. Appointment of Main Street Board Members and was seconded by Council Member Anita Rainey.

 

Motion 2 passed unanimously.

 

Agenda Item 6 - Approval of the Agenda

 

Motion 3 – was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Anita Rainey.

 

Motion passed unanimously.

 

Agenda Item 7- Approval of Minutes

 

July 7, 2014- Council Meeting

 

Motion 4- was made by Council Member Linda Finger to approve the minutes from July 7, 2014 and was seconded by Council Member Tim Savage.

Council Member Lowell Chambers addressed an error in the minutes on Motion 6 there was no record of the vote and stated the vote was unanimous to deny the application for condition use permit as recommended by the Planning and Zoning Commission.

 

Motion 4- was withdrawn by Council Member Finger.

 

Motion 5- was made by Council Member Finger to approve the minutes as amended and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

July 24, 2014- Council Meeting

 

Motion 6- was made by Council Member Linda Finger to approve the minutes from July 24, 2014 and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 8- Public Hearing for Millage Rate Adoption for 2014

 

Mayor Chapman opened the Public Hearing.

City Manager Bob Thomson explained the rollback rate and that it was the budget committee’s recommendation.

 

According to the Public Hearing sign-up sheet there were no comments.

 

Public Hearing was closed by Mayor Chapman.

 

Agenda Item 9- Millage Rate Ordinance Adoption

 

Read aloud by City Attorney Tim Chambers.

 

Motion 7- was made by Council Member Linda Finger to adopt the Millage Rate as 17.910 and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

Agenda Item 10- Appointment of Judge Pro Tem- Robert Piccarreto

 

Motion 8- was made by Council Member Linda Finger to appoint Robert Piccarreto as Judge Pro Tem and was seconded by Council Member Tim Savage.

 

Council member Lowell Chambers clarified that Robert Piccarreto needed the title in order to further his education opportunities.

 

Motion passed unanimously.

 

Agenda Item 11- Recommendation from Probation Service Review Committee

 

 

 

Motion 9- was made by Council Member Linda Finger to appoint East Georgia Correctional Services the Private Probation Contract with the option to renew yearly for 3 years and was seconded by Council Member Tim Savage.

 

Agenda Item 11B- Appointment of Main Street Board Members

 

Motion 10- was made by Council Member Lowell Chambers to accept the list of members picked by Main Street Director Teri Haler and to let the Main Street Director set the terms of expiration for the members and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda 12- Member Comments:

City Clerk Update- Megan Reid- Thanked everyone for coming to the Grand Opening of Rhythm Elements Dance Studio on August 2, 2014.

 

Downtown Director- Teri Haler- No Update.

 

Fire Chief-  None

 

Police Chief- Acting Chief Crips- Statistics are up and the K-9 did a demo at the FFA Camp with over 300 children present. There was a complaint about Juveniles at the Porterdale MillLofts and that has been resolved. The Citizens’ Police Academy Alumni sponsored a spaghetti dinner for the Police Department and their families. The Police Department has hired a Reserve Officer. K-9 Nina has been recertified. Planning a Multi-Jurisdictional Training on August 18-20.

Congratulations to Ofc. Courchaine for the 25 DUI Arrests. He ordered 5 Bullet Proof Vests. He would like to discuss the Social Media Policy at the next work session. Council Member Lowell Chambers stated that he took a tour of the police department and was impressed.

 

 

 

City Manager- Bob Thomson- Found vacant homes for blighted tax. Has had success at GICH Meeting. The homeownership has increased by 9% in the past year. There is a retreat on the 23rd and 24th in Valdosta. Jeanette Berry mentioned putting in an ITM. The State office has recommended the Poverty Rate for the Sewer rehab project.

 

Mayor Arline Chapman-

  1. Happy to see homeowners and remodeling their homes.
  2. Feels the Code Enforcer is doing a great job on the back alleys.

 

Post 1- Anita Rainey-

  1. Interested in the GICH meetings and would like to get notice of meetings.

 

Post 2- Linda Finger-

  1. Would like to see Community Service workers spruce up Rosehill Plants.
  2. CARE’s fish Fry was a success.
  3. 4way looks great now that all the yard sale and other advertisement sigs are gone.

Post 3- Tim Savage-

  1. No comment

Post 4- Mike Harper-

  1. Absent

Post 5- Lowell Chambers-  

  1. Invited everyone to the “Mellow on the Yellow” Kayak Series and to the Porterdale Reunion on September 6. The Gates on the Gym should be installed by then.

Agenda Item 14- Executive Session

 

Motion 11 - was made by Council Member Tim Savage to go into Executive Session for Personnel and Potential Administrative Hearing.

 

Motion passed unanimously.

 

Motion 12 – was made by Council Member Lowell Chambers to go back into Executive Session and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

Motion 10- was made by Council Member Lowell Chambers to adjourn and was seconded by Council Member Tim Savage.
