CITY COUNCIL MEETING

MINUTES

June 4, 2018

6:30PM

 

Presiding over the meeting was Mayor Arline Chapman. In attendance were Council Members, Terry Gray- Post 1, Linda Finger – Post 2, Tim Savage- Post 3 (via phone conference), and Mike Harper - Post 4. Also in attendance were Bob Thomson- City Manager, Megan Reid – City Clerk, and Tim Chambers- City Attorney. Lowell Chambers – Post 5 was absent.

Agenda Item 1. Call to order
Mayor Arline Chapman called the meeting to order

The invocation was led by Mayor Chapman

Agenda Item 4. Awards, Recognitions, & Donations

 

  1. a.     Thanked Newton County Emergency Management Agency for paying for the training of the Police Department in River Rescue.

Agenda Item 6. Approval of the Agenda Items


Motion 1
- was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Lowell Chambers.


Motion passed unanimously

 

Agenda Item 7. Budget Adjustments

 

Megan Reid, City Clerk/Treasurer asked for the Budget Committee to meet this month for discussion on Tax Anticipation Note.

 

Agenda Item 8. Comprehensive Update

None.

 

Agenda Item 9. Approval of Minutes

 

Motion 3 - was made by Council Member Linda Finger to approve the minutes of the May 7, 2018 Council Meeting and was seconded by Council Member Mike Harper.


Motion passed unanimously.

 

Agenda Item 10. Review of Police Facility Design

 

Mayor and Council were given 5 different designs.

Chief Cripps preferred Design E and Mayor and Council agreed.

 

Agenda Item 11. Decision for Police Facility Design

 

Motion 3- was made by Council Member Linda Finger to approve Design E by Lominack Architects and was seconded by Council member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 12. Authorization of City Manager to expend up to $3,000 as a match toward the grant for crosswalk

 

Motion 4- was made by Council Member Linda Finger to authorize City Manager to expend up to $3,000 as a match toward the grant for crosswalk and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

Police Chief- Jason Cripps

  • Submitted a report

 

City Manager- Bob Thomson

  • Getting information on tables and still waiting on chairs.

 

Planning and Zoning Commission

  • All members are up to date on training.

 

Historic Preservation Commission

  • 1 Certificate of Appropriateness Applications on the next Agenda for June 14
    • 10 Walnut St for the removal of Chimneys

    • Proud of all the event       including the music festivals and kickball tournaments

 

Post 4- Mike Harper

  • Would like the Public Works Department to check into the stop sign at Palmetto Street and Poplar Street
  • Water Tower looks like it is leaning behind Mayor Chapman’s house

 

Post 5- Lowell Chambers

  • Absent

 

Agenda Item 14. Public Comments not on the Agenda

Jack Kottl of 5 Ivy St, made a complaint about the procedures for the Certificate of Appropriateness at 10 Walnut Street.

 

Laverne Dixon of 25 Paula Drive, made a complaint about a high water bill and her landlord. Mayor Chapman agreed she would follow up.

 

 

Motion passed unanimously.

 

Agenda Item 16. Executive Session

 

Motion 5-  was made by Council Member Linda Finger to go into executive session for personnel and legal matters and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Motion 6- was made by Council Member Linda Finger to go back into Regular Session and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.
