CITY COUNCIL MEETING

MINUTES

June 2, 2014

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Anita Rainey – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4, and Lowell Chambers- Post 5.  Also in attendance were the City Manager, Bob Thomson, City Attorney, Tim Chambers, and City Clerk, Megan Reid.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Chapman.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

None

 

Agenda Item 5- Additional Agenda Items

None

 

Agenda Item 6 - Approval of the Agenda

 

Motion 1 – was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 7- Approval of Minutes

 

May 5, 2014- Council Meeting

 

Motion 2- was made by Council Member Linda Finger to approve the minutes from May 5, 2014 and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

May 22, 2014-Called Meeting

 

Motion 3- was made by Council Member Linda Finger to approve the minutes from the Called Meeting on May 22, 2014 and was seconded by Council Member Tim Savage.

 

Agenda 8- Public Hearing- George (Casey) Duren Jr., Beer and Wine Pouring License Application

 

Mayor Chapman opened the Public Hearing.

 

Council Member Tim Savage inquired about the Beer wall and if they had an anticipated opening date. Ms. Mende Thompson, Manager of Dirty Dawgs, stated that the Beer Wall is probably not going to happen anytime soon, but that it would be secured and that they anticipate opening in mid-June.

 

Motion 4- was made by Council Member Linda Finger to close the Public Hearing and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 9- Decision for George (Casey) Duren Jr., Beer and Wine Pouring License Application

 

Motion 5- was made by Linda Finger to approve the Beer and Wine application and was seconded by Council Member Anita Rainey.

 

Motion passed unanimously.

 

Agenda Item 10- Future Elected Official Compensation Ordinance- 3rd and Final

 

Read aloud by City Attorney Tim Chambers.

 

Motion 6- was made by Council Member Linda Finger to approve the 3rd and Final Reading of the Future Elected Official Compensation Ordinance and was seconded by Council Member Tim Savage.

 

Motion 5 passed unanimously.

 

Agenda Item 11- Fence Moratorium Resolution

 

Read aloud by City Attorney Tim Chambers.

 

Motion 7- was made by Council Member Lowell Chambers to approve the Fence Moratorium Resolution and was seconded by Council Member Linda Finger.

 

City Attorney Tim Chambers discussed Appendix A in detail.

 

Motion passed unanimously.

 

Agenda 12- Member Comments:

 

City Clerk Update- Megan Reid- Updated the Council of the recent absences in the City Hall but assured the council that it all business would be handled.

 

Downtown Director- Teri Haler- No Update

 

Fire Chief-  Handout was provided with monthly statistics.

 

Police Chief- Handout was provided with monthly statistics.

 

 

City Manager- Bob Thomson- Updated council on the GEFA and Recreational Trails Grant

 

Mayor Arline Chapman-

  1. Mayor Arline Chapman is “pleased” with the Kayak Ramp and invites everyone to the Ribbon Cutting on June 14, 2014 at 2pm.
    1. Jazz Concert sponsored by the Washington Street Community Center on June 7, 2014.

Post 3- Tim Savage- No Comment

 

Post 4- Mike Harper-

  1. House on 19 Hazel Street needs to be addressed. Code Enforcer Willie Milligan explained that the process is stalled because it is currently being processed by Newton County Probate Court.
  2. He also discussed potential danger spots at intersections due to overgrown bushes.

Post 5- Lowell Chambers-  

  1. Invites everyone to the Kayak Launch on June 14, 2014 at 2pm for Bar-B-Que.

 

Agenda Item 13– Public Comments

 

Mrs. McKnight would like to announce how proud she is that her son Xavier McKnight graduated from Newton High School with Honors and that today is her husband’s birthday.

 

Agenda Item 14- Executive Session

 

Motion 8-  was made by Council Member Mike Harper to go into Executive Session for Personnel Issues and Real Estate Matters and was seconded by Council Member Linda Finger.

 

Motion carried unanimously

 

Motion 9- was made by Council Member Linda Finger to go back into Regular Session and was seconded by Council Member Mike Harper.

Motion 10- was made by Council Member Mike Harper to adjourn and was seconded by Council Member Tim Savage.
