CITY COUNCIL MEETING

MINUTES

May 5, 2014

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Anita Rainey – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, and Mike Harper – Post 4. Lowell Chambers- Post 5was absent.  Also in attendance were the City Manager, Bob Thomson, City Attorney, Tim Chambers, and City Clerk, Megan Reid.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Chapman.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

None

 

Agenda Item 5- Additional Agenda Items

Motion 1 – was made by Council Member Mike Harper to add an additional agenda item number 9a. Pine Street Traffic Calming Device and was seconded by Council Member Anita Rainey.

 

Motion passed unanimously.

 

Agenda Item 6 - Approval of the Agenda

 

Motion 2 – was made by Council Member Tim Savage to approve the agenda as amended and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 7- Approval of Minutes

 

April 15, 2014- Council Meeting

 

Motion 3- was made by Council Member Linda Finger to approve the minutes from April 15, 2014 and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda 8- Historic Preservation Month Proclamation

 

Read aloud by Mayor Arline Chapman and May 2014 was proclaimed Historic Preservation Month

 

 

Agenda Item 9- Blight Tax Ordinance

 

Read aloud by City Attorney Tim Chambers.

 

Motion 4 – was made by Council Member Linda Finger to approve the first reading as the second of the Blight Tax Ordinance and was seconded by Council Member Mike Harper

 

Motion passed unanimously.

 

Agenda Item 9(a)- Pine Street Traffic Calming Device

 

Council Member Mike Harper wanted to discuss additional options for slowing traffic down at Pine Street Park. He presented the Council with drawings of the street with his idea of calming traffic.

 

Motion 5- was made by Council Member Mike Harper to remove some of the speed bumps from Pine Street as depicted in his drawings and was seconded by Council member Rainey.

 

Motion 5 passed with a vote of 3-1 with Council Member Linda Finger voting no.

 

Agenda 10- Member Comments:

 

City Clerk Update- Megan Reid- No Update

 

Downtown Director- Teri Haler- No Update

 

Fire Chief- Ron Savage- Handout were provided with monthly statistics.

 

Police Chief- Geoff Jacobs- Distributed statistics and updated Council on the completion of the 2nd Citizen’s Police Academy Graduation Class with 13 graduates. Thanked the Mayor and Council for their support.

 

City Manager- Bob Thomson- Will update Council on Real Estate Matters in Executive Session

 

Mayor Arline Chapman-

  1. Visited Milstead Village in Conyers and would like for the other Council Members to visit as well. She was displeased with the demise of the village.
  2. Pleased with the new business, Argyle’s. Would like to invite everyone to join her for coffee with the Mayor on Monday’s at Argyles between 10am and 12pm. She has had many visitors and will send out a list of the concerns she has received to be discussed at the work session.

 

Post 1- Anita Rainey-

  1. Needs clarification on the screened window requirement; do you have to have screens if you have central heat and air. City Manager Bob Thomson clarified that you do not have to have screened windows if you have central heat and air and he would make sure that was clarified in the next water bill flyer.
  2. Has had email issues and unable to log in to city email. City Clerk Megan Reid said she would resolve in the morning.

 

Post 2- Linda Finger-

  1. Would like to know if a sign could be put at the garden to remind people that no pets are allowed.

 

Post 3- Tim Savage-

  1. Thought the event with Michelle Nunn went well.
  2. Glad to see that Porterdale Bar and Grill had their Grand Opening.
  3. Reminded everyone of the Spring Fling held by the Volunteer Fire Department.

 

Post 4- Mike Harper-

  1. Would like his wrestling poster back after a copy has been made for the Gym.
  2. Would like for everyone to ride through the City and determine if there are blind spots that need attention.
  3. Encourages the Council Members to drive around town and see all the pit bulls chained in the backyards.

Post 5- Lowell Chambers-  

  1. ABSENT

 

Agenda Item 9– Public Comments

Agenda Item 10- Executive Session

 

Motion 6-  was made by Council Member Mike Harper to go into Executive Session for Real Estate Matters and was seconded by Council Member Tim Savage.

 

Motion carried unanimously

 

Motion 7- was made by Council Member Linda Finger to go back into Regular Session and was seconded by Council Member Tim Savage.

 

Motion carried unanimously

 

Agenda Item 11-Adjournment

 

Motion 10- was made by Council Member Linda Finger to adjourn and was seconded by Council Member Anita rainey.
