CITY COUNCIL MEETING

MINUTES

May 2, 2016

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Terry Gray – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4, and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers-City Attorney, and Megan Reid-City Clerk.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Arline Chapman

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Arline Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

  1. Senator JaNice VanNess addressed the council and briefed them on the upcoming projects that she has planned for the future and offered a question and answer public forum.
  2. Mayor Chapman presented Debra Griffith with a Sea Turtle Shaped Platter for her generous donation of $2,500 for the Disc Golf Course.

Motion 1 – was made by Council Member Tim Savage to accept the donation to be used for the Yellow River Disc Golf Course and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

  1. Vibrant Cities Grant- Josephine Kelly, Downtown Director, explained that the city received the grant and needed a motion from the council to accept the grant to purchase film equipment.

Motion 2 – was made by Lowell Chmabers to accept the donation from the Vibrant Cities Grant to be used for the purchase of film equipment in the Main Street Program and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 5 – Budget Amendments

Agenda Item 7 - Approval of the Agenda

 

Motion 3 – was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 8 - Approval of Minutes

 

April 4, 2016- Council Meeting Minutes

 

Motion 4 - was made by Council Member Linda Finger to approve the minutes from April 4, 2016 and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda 9 – ALPR Violator Agreement (Tag Reader Contract)

 

City Attorney Tim Chambers explained the changes he recommended for the Council.

 

Motion 5- was made by Council Member Lowell Chambers to authorize the Police Chief, City Manager, and City Attorney to negotiate the agreement and authorized the Mayor to sign the negotiated agreement and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

Agenda 10 - Member Comments:

 

City Clerk, Megan Reid

  • Working on getting a donation from NyloBoard for office furniture.

 

Downtown Director, Josephine Kelly

  • Submitted a monthly report and briefly highlighted upcoming events.

 

Fire Chief, Ron Savage

  • Submitted Statistics.
  • Council Member Tim Savage      spoke to Newton County Fire Chief and feels like he will be an asset to      the Volunteer Firefighters and will train them so that they will have the      same caliber of training as the paid firefighters

 

Police Chief, Jason Cripps

  • Submitted monthly statistics     
  • Briefly discussed the      traffic count on Hwy 81 after being able to download the numbers from the      speed limit signs
  • Will be training with      others from Newton County to form a Dive Team in the County
  • Invited everyone to the Block      Party on May 21

 

 

City Manager, Bob Thomson

  • Ordered the Disc Golf      Baskets
  • Doing another Survey on      the Gravel Parking Lot
  • Robert Witcher will be      finishing up he Bocce Ball Court this week.

 

 

 

 

 

Mayor Arline Chapman

  • Tree Board planted beans      for the Bean House on Arbor Day.
  • Went to Winterville with      Josephine Kelly to speak on a panel for walkable/bike-able communities.
        
        

 

Post 1, Terry Gray

  • Thanked the Mayor,      Citizens Police Academy Alumni and the Police Chief for a successful Block      Party at Rose Hill

 

Post 2, Linda Finger

  • Thanked the citizens of Rose Hill for presenting her with a certificate of appreciation

 

Post 3, Tim Savage

  • The Company Store will be hosting Leighlynn Shine an up and coming Country Music group in May 14 at 7pm for their album release party

 

Post 4, Mike Harper

  • None

 

Post 5- Lowell Chambers

  • Noticed at the candidates’ forum that the candidates used Porterdale as an example on doing things the right way and he was very proud.

.

 

Agenda Item 11 - Public Comments

Tara Davidson- 45 North Broad St. – Complained about police officers blocking her street, would like to see the mailboxes moved from Hwy 81 to the Alley, and would like to see the traffic deferred on the alley

 

Agenda Item 12 - Executive Session – Personnel Matters and Potential Litigation

 

Motion 6 – was made by Council Member Mike Harper to go into executive session Personnel Matters and Potential Litigation and was seconded by Council Member Tim Savage.

 

Motion 7 – was made by Council Member Mike Harper to go back into regular session and was seconded by Council Member Linda Finger.

 

Agenda Item 13 - Adjournment

 

Motion 8 - was made by Council Member Linda Finger to adjourn and was seconded by Council Member Lowell Chambers.

 

Motion carried unanimously
