Minutes of the Meeting

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Linda Finger – Post 2, Tim Savage – Post 3, and Lowell Chambers- Post 5. Also in attendance were the City Manager, Bob Thomson, City Attorney, Tim Chambers, and City Clerk, Megan Reid. Anita Rainey- Post 1 and Mike Harper – Post 4 were absent.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Chapman.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

 

Mayor Chapman recognized Linda of the Main Street Board and Sandra of the Tree Board for their dedication and support.

Agenda Item 6 - Approval of the Agenda

 

Motion 1 – was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

Agenda Item 7- Approval of Minutes

 

March 2, 2015- Council Meeting

 

Motion 2- was made by Council Member Lowell Chambers to approve the minutes from March 2, 2015 and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

March 10, 2015- Called Meeting

 

Motion 3- was made by Council Member Linda Finger to approve the minutes from March 10, 2015 and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

 

 

March 26, 2015- Called Meeting

 

Motion 3- was made by Council Member Linda Finger to approve the minutes from March 26, 2015 and was seconded by Council Member Lowell Chambers.

Agenda 8- Appointment of Marsha Sheets to the Historical Preservation Committee

 

Motion 5- was made by Council Member Linda Finger to appoint Marsha Sheets to the Historical Preservation Committee and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda 9- Amendment to the Noise Ordinance (Jake Brake)

 

Read aloud by City Manager Bob Thomson.

 

Council Agreed to fill in the Minimum Fine Amount to $500.00.

 

Motion 6- was made by Council Member Lowell Chambers to adopt the amendment to the Noise Ordinance as read and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda 10- Amendment to Animal Ordinance (Include Public Parks to disposal of Animal Excrement)

 

Read aloud by City Manager Bob Thomson.

 

Motion 7- was made by Council Member Linda Finger adopt the amendment to the animal ordinance as read and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

 

Agenda 11- Member Comments:

 

City Clerk Update- Megan Reid- Notified Council of upcoming City Clerk Training on April 10, 2015.

 

Downtown Director- Teri Haler- No comment.

 

Fire Chief- None.

 

Police Chief- Chief Crips- Felony arrests have increased. Most of the drug cases are not local resident but are passing through the city. Council Member Mike Harper inquired about the increase number of rapes and Chief Cripps clarified that that was one case with multiple charges and was more of a computer infraction not a physical rape.

 

City Manager- Bob Thomson- moving forward with the Lewis Bailey Annexation.

 

Mayor Arline Chapman- She addressed the Council regarding the Regional Landfill and her continuing effort to protect the citizens and surrounding communities. She expressed her pleasure with the activity in the parks and saw there was a group of students ready to pick up trash at the Yellow River Park and to her surprise the park was clean and therefore didn’t need their services. She also announced that the City of Covington mentioned following the City of Porterdale’s lead on the Blighted Property Ordinance and changing their logo to represent their city such as ours.

 

Post 1- Anita Rainey- Absent

 

Post 2- Linda Finger-. Reminded everyone that the Fish Fry for CARE to raise money for scholarships is set for April 11th at Porterdale Bar and Grill from 11am-2pm and tickets are $8.00. CARE would also be hosting a concert at the Gym for the scholarship program on May 2 and it is $10 in advance and $15 at the door.

 

Post 3- Tim Savage- SRG Global expressed interest in sponsoring a Disc Golf Hole and will be working with Will Dunn to complete this project.

 

Post 4- Mike Harper- Absent

 

Post 5- Lowell Chambers- Reminded everyone that on April 21st Piedmont Academy will have a volunteer day in Porterdale to help clear some of the trails.

Invited everyone to attend the Newton County Community Band on April 27th to hear them perform “1812 Overture”

 

 

Agenda Item 12– Public Comments

 

Bertell Brown of Kevin Court would like for Public Works to look at a problem on Kevin Court with Water Settling.
