CITY COUNCIL MEETING

MINUTES

April 15, 2014

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Anita Rainey – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4, and Lowell Chambers- Post 5.  Also in attendance were the City Manager, Bob Thomson, City Attorney, Tim Chambers, and City Clerk, Megan Reid..

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Chapman.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

None

 

Agenda Item 5- Additional Agenda Items

Motion 1 – was made by Council Member Anita Rainey to add an additional agenda item number 9a. Pine Street Traffic Calming Device and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 6 - Approval of the Agenda

 

Motion 1 – was made by Council Member Mike Harper to approve the agenda as amended and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 7- Approval of Minutes

 

February 27, 2014- Special Called Meeting

 

Motion 2- was made by Council Member Linda Finger to approve the minutes from February 27, 2014 with the deletion of the footer and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

March 3, 2014- Council Meeting

 

Motion 2- was made by Council Member Linda Finger to approve the minutes from March 3, 2014 and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

 

 

Agenda 8- Budget Amendment Resolution

 

Read aloud by City Attorney

 

Motion 3- was made by Council Member Mike Harper to approve the Budget Amendment Resolution and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

Agenda Item 9- Ordinance Setting Mayoral and Council Compensation

 

Read aloud by City Attorney Tim Chambers.

 

Discussion: Council Member Lowell Chambers had some questions regarding Sections 3-106.3 and 3-308.3. Mayor Chapman suggested to discuss this at the next work session.

 

Motion passed unanimously.

 

Agenda Item 9(a)- Pine Street Traffic Calming Device

 

Council Member Mike Harper wanted to discuss additional options for slowing traffic down at Pine Street Park without bothering one citizen on Pine Street who has serious back issues.

 

Mayor Chapman suggested all the Council Members ride down Pine Street and determine what changes, if any, need to be made.

 

Motion 4- was made by Council Member Mike Harper to remove the speed bumps from Pine Street.

 

Motion 4- was withdrawn by Council Member Mike Harper.

 

Motion 5- was made by Council Member Mike Harper to remove the speed humps and add two stop signs and add one speed breaker. There was no second.

 

Agenda 10- Member Comments:

 

City Clerk Update- Megan Reid-

  1. Auditors will be here on April 16 and 23.
  2. Joan Pfirman’s father is still in ICU and she has been out of the office for that reason.
  3. City Clerk will be out of te office for training on April 22, 2014 in Augusta for City Clerk Training.
  4. CDBG Inspections are scheduled for April 24, 2014.
  5. Received a call from GMA regarding our City of Ethics status and stated the city will need to send over more documentation and possibly pass an ordinance.
  6. The City will be participating in the Summer Youth Program.

 

Downtown Director- Teri Haler-

  1. Reported on the recent meeting she organized with DCA facilitation a Small Business Workshop.
  2. Announced a potential new business to be located in the lofts. It will be a restaurant  that serves hot dogs and hamburgers.

 

Fire Chief- Ron Savage- Handout were provided with monthly statistics.

 

Police Chief- Geoff Jacobs- None

 

City Manager- Bob Thomson-

  1. Updated the Council on a potential Disc Golf Course for the         Yellow River Trail.

 

Mayor Arline Chapman-

  1. Pleased with the new business, Argyle’s. Would like to invite everyone to join her for coffee with the Mayor on Monday’s at Argyles between 10am and 12pm.

 

Post 1- Anita Rainey- No comment

 

Post 2- Linda Finger-

  1. CARE has planted Jasmine in the Alley Way of Main Street to make a trellis.

 

Post 3- Tim Savage-

  1. Pleased to report that Argyle’s Coffee Shop is doing great.
  2. Would like to thank CARE for the beautiful flowers they planted in the alley way.
  3. Looking forward to Spring.

 

Post 4- Mike Harper-

a. Announced that he has already started collecting donations for        

    the 4thof July celebration.

 

Post 5- Lowell Chambers-  

  1. Updated the Council on the progress of the Gym Gates.
  2. Announced the start of construction of the Kayak Launch.
  3. Glad to be on a Council that can have a discussion and still get along.

Agenda Item 9– Public Comments

 

Xavier McKnight – reported a prowler in a Silver Truck who has been honking at little girls. He would like for the police to look into it.

 

Roy Jenkins- Asked if the Planning and Zoning Meeting were going to meet. City Manager Bob Thomson informed him that the Board had nothing on the agenda and would meet again in May 2014.

 

 

Agenda Item 10- Executive Session

 

Motion 6-  was made by Council Member Linda Finger to go into Executive Session for Real Estate Matters and was seconded by Council Member Mike Harper.

 

Motion carried unanimously

 

Motion 7- was made by Council Member Linda Finger to go back into Regular Session and was seconded by Council Member Mike Harper.

 

Motion carried unanimously

 

Agenda Item 11-Adjournment

 

Motion 10- was made by Council Member Mike Harper to adjourn and was seconded by Council Member Tim Savage.
