CITY COUNCIL MEETING

MINUTES

March 5, 2018

6:30PM

 

Presiding over the meeting was Mayor Arline Chapman. In attendance were Council Members, Terry Gray- Post 1,  Linda Finger – Post 2, Mike Harper - Post 4, and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Megan Reid – City Clerk, and Tim Chambers- City Attorney. Tim Savage – Post 3 was absent.

Agenda Item 1. Call to order
Mayor Arline Chapman called the meeting to order

Agenda Item 2. Invocation
The invocation was led by Mayor Chapman


Agenda Item 3. Pledge of Allegiance

Mayor Chapman led the Pledge of Allegiance

 

Agenda Item 4. Awards, Recognitions, & Donations

 

City Manager Bob Thomson announced that Downtown Director Josephine Kelly was appointed to the GA Arts Grant Council.

 

Agenda Item 5. Additional Agenda Items

 

Add Historical Preservation Committee Appointment after Agenda Item 9 and to move Agenda Item 10 after Agenda Item 19.

 

Motion 1 - was made by Council Member Linda Finger Add Historical Preservation Committee Appointment after Agenda Item 9 and to move Agenda Item 10 after Agenda Item 19 and was seconded by Council Member Terry Gray.

 

 

Agenda Item 6. Approval of the Agenda Items


Motion 2
- was made by Council Member Linda Finger to approve the agenda with changes and was seconded by Council Member Mike Harper.


Motion passed unanimously

 

Agenda Item 7. Budget Adjustments

 

None.

 

Agenda Item 8. Comprehensive Update

None.

 

Agenda Item 9. Approval of Minutes

 

Motion 3 - was made by Council Member Linda Finger to approve the minutes of the February 5, 2017 Called Meeting and was seconded by Council Member Mike Harper.


Motion passed unanimously.

 

Motion 4 - was made by Council Member Mike Harper to approve the minutes of the February 22, 2018 and was seconded by Council Member Lowell Chambers.


Motion passed 3-1 with Council Member Linda Finger Abstaining

 

Agenda Item 11. Georgia Power LED Lights

 

Council will maintain their status on the list and would like for the Budget Committee to review.

 

Agenda Item 12. Intergovernmental Agreement with Newton County for SPLOST for Yellow River Park.

 

Read aloud by City Attorney Tim Chambers.

 

Motion 5- was made by Council Member Linda Finger to approve the Intergovernmental Agreement with Newton County and seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 13. Uncollateralized GEFA Construction Loan to Start Sewer Project

 

Motion 6- was made by Council Member Lowell Chambers to authorize City Manager Bob Thomson and Mayor Chapman to execute the Uncollateralized GEFA Construction Loan and was seconded by Council Member Terry Gray.

 

Motion passed unanimously.

 

Agenda Item 14. Audit Agreement – Clifton, Lipford, Hardison, and Parker LLC

 

Motion 7- was made by Council Member Linda Finger to authorize City Manager Bob Thomson and Mayor Chapman to execute the agreement with CLH&P for the 2017 Audit and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

 

Agenda Item 15. Clarifications of Definition in Development Ordinance

 

Council agreed to discuss this at the March 11, 2018 Work Session.

 

Agenda Item 9a. Historic Preservation Committee Appointment

Motion 8- was made by Council Member Linda Finger to appoint Rhea Spence to the Historic Preservation Committee and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 16. Staff and Committee: Reports


City Clerk Update- Megan Reid

  • Looking for Software for the City Utility Billing, Property Taxes and Accounting

 

Downtown Director-

  • Submitted a report


Police Chief- Jason Cripps

  • Submitted a report

 

City Manager- Bob Thomson

  • None.

 

Planning and Zoning Commission

  • No updates

 

Historic Preservation Commission

  • Showed the Council a Plaque for the Historic Homes

 

Agenda Item 10. Elected Officials’ Comments

 

Mayor Arline Chapman

  • Inquired about the stop signs at Palmetto St
    • City Clerk Megan Reid assured       the Mayor that the Public Works Director has received the Signs and will       be installing them in the coming week
  • Would like to discuss the      tethering of animals in the next work session
  • Directed City Clerk Megan Reid      to include a prize of some sort in the Newsletter as was suggested by      Utility Clerk Nicky Singleton.

 

Post 1- Terry Gray

  • Would like to recognize the City Hall Staff, Martha Cain- Court Clerk, Nicky Singleton- Utility Clerk, Megan Reid- City Clerk, and Bob Thomson- City Manager for their hard work and she stated that they were unsung heroes.

 

Post 2- Linda Finger

  • Congrats to Chief Cripps and his wife for another great event
  • CARE is hosting a Fish Fry on 4/7/2018 and having a Concert to benefit the CARE Scholarship Fund on 5/5/2018 featuring Don Dimsdale
  • Thanked Bob Thomson for getting the Purple Heart Signs up at the entrances to the city.

 

Post 3- Tim Savage

  • Absent

 

Post 4- Mike Harper

  • Inquired about the White Horse Property and if the proper permits have been issued. Willie Milligan – Code Enforcer assured him that they have all the proper permits.
  • May have a lead on a microbrewery

 

 

Post 5- Lowell Chambers

  • Enthusiastic about the Brewery
  • Consent Agenda to be discussed at the next work session.

Agenda Item 4. Sexually Oriented Business Ordinance

 

Read aloud by City Attorney Tim Chambers.

 

Motion 9 was made by Council Member Linda Finger to approve the 1st and 2nd Reading of the Sexually Oriented Business Ordinance and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.
