CITY COUNCIL MEETING

MINUTES

February 2, 2015

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Anita Rainey- Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4, and Lowell Chambers- Post 5. Also in attendance were the City Manager, Bob Thomson, City Attorney, Tim Chambers, and City Clerk, Megan Reid.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Chapman.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

Proclamation read aloud by Mayor Chapman for Tonya Bechtler’s Outstanding Volunteer Services with the Yellow River Water Trail Project. This was also read at the Yellow River Trail meeting.

 

Motion 1- was made by Council Member Mike Harper to accept this Proclamation and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

Council Member Mike Harper recognized Chief Cripps in his dedication to mending the gap between the Police Department and the Community and for putting time in on the street and Council Member Harper would like to officially thank him for his continued hard work.

 

Agenda Item 5- Additional Agenda Items

 

Motion 2- was made by Council Member Finger to add Agenda Item 8a. Assign Check Signers and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 6 - Approval of the Agenda

 

Motion 3 – was made by Council Member Mike Harper to approve the agenda as amended and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

 

 

 

 

 

Agenda Item 7- Approval of Minutes

 

January 5, 2015 - Council Meeting

 

Motion 4- was made by Council Member Linda Finger to approve the minutes from November 3, 2014 and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda 8- Intergovernmental Agreement for the Provisions of Mutual Aid Agreement between the Cities of Porterdale, Georgia and Social Circle, Georgia

 

Motion 5- was made by Council Member Linda Finger to authorize Mayor Chapman to enter into the Intergovernmental Agreement for the Provisions of Mutual Aid Agreement between the Cities of Porterdale, Georgia and Social Circle, Georgia and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

Agenda 8a- Assignment of Check Signers

 

Motion 6- was made by Council Member Lowell Chambers to assign Mayor Chapman, Council Member Finger, and City Manager, Robert Thomson as check signers and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda 9- Member Comments:

 

City Clerk Update- Megan Reid- Updated the Council of her training opportunity on February 16 and 17 and notified them that she would be out of the office on those dates.

 

Downtown Director- Teri Haler- Absent. Mayor Chapman updated the Council on Teri Haler’s behalf and stated the Social House is doing well and that Teri is working on getting interested parties in leasing the other half of 2101 Main St.

 

Fire Chief- No update.

 

Police Chief- Chief Cripps- Council Member Lowell Chamber asked what the “Focused Patrol” category was on the statistics sheet. Chief Cripps explained that the officers mark when they check a specific location.

 

Chief Cripps thanked Joel and Matt Sellers for the repairs on the Humvees and the also mounted the boat on the top of one of the Humvees. Fred Franklin has offered to donate a boat with a motor and a trailer for the police to use for River Rescue.

 

City Manager- Bob Thomson- Updated the council on the progress of the Annexation of the Bailey property located on Hwy 81. Mr. Bailey must get a survey complete before we can continue.

Mr. Thomson also met with a second group of developers pertaining to the Whitehorse property. Council Member Lowell Chambers would like to see a second connection to Highway 81.

 

Mayor Arline Chapman- Appreciates Robert Witcher, Public Works Director and his crew for the Riverfront Road Picnic area and she has received rave reviews from the seniors who were originally from Porterdale. She would like to see a post for parking.

 

Would like everyone to view the video of the river made via a drone thanks to Chief Cripps and his friends. They have a total of 6 DVD’s and will make copies for anyone interested in a copy.

Council Member Lowell Chambers would like to see a video like that done all the way the down the river. Chief Cripps stated that it is in the works already.

 

Post 1- Anita Rainey- No comment.

 

Post 2- Linda Finger- No comment.

 

Post 3- Tim Savage- Stated the Humvees look great. Robert Witcher is doing a great job. Would like to discuss LED lights in the Downtown businesses at the next work session.

 

Post 4- Mike Harper- Would like to discuss selling, drinking, and giving away alcohol at hair salon since he received a complaint from a citizen.

 

Noticed 4-wheel vehicles being driven on Whitehorse property and would like to make sure that they have permission to do so.

 

Asked if lights had been installed on Riverfront Road. City Manager Thomson assured Council Member Harper that they are installed.

 

Post 5- Lowell Chambers- Has an idea to store authentic historic pieces from home renovations. He would like to affiliate it with the Historic Preservation Commission. Would like to discuss further at the work session.

Motion 9- was made by Council Member Linda Finger to adjourn and was seconded by Council Member Tim Savage.
