CITY COUNCIL MEETING

MINUTES

December 2, 2013

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Anita Rainey – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4, and Lowell Chambers- Post 5.  Also in attendance were the City Attorney, Tim Chambers, City Clerk, Megan Reid, and the City Manager, Bob Thomson.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Chapman.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

Officer Kennard was sworn in by Mayor Arline Chapman.

 

Agenda Item 5- Additional Agenda Items

 

Motion 1- was made by Council Member Harper to add an additional item in the comment section and was seconded by Council Member Finger.

 

Motion carried unanimously.

 

Agenda Item 6 - Approval of the Agenda

 

Motion 2 – was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 7- Approval of minutes-

 

November 4, 2013 Regular Meeting Minutes

 

Motion 3 – was made by Council Member Linda Finger to approve the November 4, 2013 Minutes as edited and was seconded by Council Member Mike Harper.

 

Motion passed unanimously

 

November 26, 2013 Called Meeting

 

Motion 4 – was made by Council Member Linda Finger to approve the November 26, 2013 Minutes as edited and was seconded by Council Member Mike Harper.

 

Motion passed unanimously

 

Agenda Item 8- Public Hearing – 2014 Budget

 

Mayor Chapman opened the Public Hearing.

 

There were no comments from the public.

City Manager, Bob Thomson, explained the budget increases.

 

Mayor Chapman closed the public hearing.

 

Agenda Item 9- 2014 Budget- 1st and 2nd Reading

 

Read aloud by City Attorney Tim Chambers.

 

Motion 5- was made by Council Member Mike Harper to approve the 1st Reading of the 2014 budget and was seconded by Council Member Linda Finger.

 

Motion carried unanimously.

 

Motion 6- was made by Council Member Mike Harper to approve the 1st reading as the 2nd reading of the 2014 Budget and was seconded by Council Member Linda Finger.

 

Motion carried unanimously.

 

Agenda Item 10- Resolution to open new credit card accounts

 

Motion 7-  was made by Council Member Linda Finger to approve the resolution as read and was seconded by Council Member Mike Harper.

 

Motion carried unanimously.

 

Agenda Item 11 - Member Comments:

 

City Clerk Update- Megan Reid- No comment

 

Downtown Director- Teri Haler- Went over the timeline for the upcoming Christmas events

 

Fire Chief- Ron Savage- Handout

 

Police Chief- Geoff Jacobs- Went over his statistics and then Lt. Cripps awarded Chief Jacobs with a plaque recognizing Chief Jacob’s 39 years of police work.

 

City Manager- Bob Thomson- Discussed his handout.

 

Mayor Arline Chapman- Commended the Public Works department and police department on their great work and is looking forward to the Christmas events coming in the next week.

Post 2- Linda Finger- No Comment.

 

Post 3- Tim Savage-  Would like to discuss the “One Way Street Signs” on the alley of North Broad Street at the next work session

 

Post 4- Mike Harper- Would also like to discuss the “One Way Street Signs” on the alley of North Broad Street at the next work session

 

Post 5- Lowell Chambers- Would like the police department’s monthly report to add a column for Narcotic arrests to see how it trends.

 

Agenda Item 12– Public Comments

Xavier McKnight – Rose Street.- would like to congratulate his wife of 24 years of marriage.

 

Bobby Hamby- North Broad St.- Has concerns pertaining to the recent one way signs placed on the alley of North Broad Street’s Alleyway as well as 3 of the homeowners. Mayor Chapman requested this item to be discussed at the next work session on December 10, 2013.

 

Motion 8- was made Council Member Mike Harper to go into executive session for real estate matters and was seconded by Council Member Linda Finger.

 

Motion carried unanimously.

 

Agenda Item 13- Executive Session

Motion 9- was made by Council Member Mike Harper to go back into regular session and was seconded by Council Member Linda Finger.

 

Motion carried unanimously.

 

Agenda Item 14-Adjournment

 

Motion 10- was made by Council Member Mike Harper to adjourn and was seconded by Council Member Linda Finger.
