CITY COUNCIL MEETING

MINUTES

November 3, 2014

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Anita Rainey – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, and Lowell Chambers- Post 5. Also in attendance were the City Manager, Bob Thomson, City Attorney, Tim Chambers, and City Clerk, Megan Reid. Mike Harper – Post 4 was absent.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Chapman.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

 

Cpl. Seth Wheeless recognized Officer Trevor Jones for his apprehension of a drug dealer and the seizure of the vehicle.

 

Agenda Item 5- Additional Agenda Items

 

None

 

Agenda Item 6 - Approval of the Agenda

 

Motion 1 – was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 7- Approval of Minutes

 

October 6, 2014- Council Meeting

 

Motion 2- was made by Council Member Linda Finger to approve the minutes from October 6, 2014 and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

October 23, 2014- Called Meeting

 

Motion 3- was made by Council Member Linda Finger to approve the minutes from October 23, 2014 and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

 

 

 

 

Agenda 8- Proclamation Dedicating Veterans’ Memorial Park

 

Motion 4- was made by Council Member Linda Finger to approve the proclamation and was seconded by Council Member Anita Rainey.

 

Council Member Linda Finger withdrew Motion 4.

 

Motion 5- was made by Council Member Linda Finger to accept the Proclamation with the changes making it effective on 11/11/2014 and was seconded by Council Member Anita Rainey.

 

Motion passed unanimously.

 

Agenda 9- Resolution to request local act from the Georgia General Assembly to authorize the City of Porterdale to exercise all redevelopment and other powers under 2 Article IX, Section II, Paragraph VII of the Constitution and Chapter 44 of Title 36 of the 3 O.C.G.A., the ‘Redevelopment Powers Law,’ as amended, and to provide for a referendum.

 

Read aloud by City Attorney Tim Chambers

 

Motion 6- was made by Council Member Linda Finger to accept the resolution with a change from “called meeting” to “regular meeting” and was seconded by Council Member Tim Savage.

 

Moition passed unanimously.

 

Agenda 10- Member Comments:

 

City Clerk Update- Megan Reid- Notified Council of upcoming training on November 5 and 6.

 

Downtown Director- Teri Haler- None.

 

Fire Chief- Statistics handed out.

 

Police Chief- Chief Crips- Successful event for the Halloween Candy give away. Thanked everyone for their donations. Updated the council on the No Shave November Campaign. Introduced new officer, Robert Boisis.

 

City Manager- Bob Thomson- Reminded the Council of the upcoming budget hearings on November 18 and December 1.

 

Mayor Arline Chapman- Would like to recognize that Halloween was a success and she enjoyed seeing the families together. Would like to invite everyone to Dirty Dogs on November 9, 2014 from 1pm-5pm to help raise money for the Hopkins’ family.

 

Post 1- Anita Rainey- Inquired about the upcoming Town Hall Meeting. City Manager, Bob Thomson, informed her that it was a requirement of the Main Street Program and that it was also recommended for the GICH program.

 

Post 2- Linda Finger- Invited everyone to Veterans’ Park for the Memorial Service on November 11, 2014 at 11am. CARE will be having a Coat Drive on November 15th beginning at 11am. Pictures with Santa will be held on Saturday, December 20, 2014 at the Gym.

 

Post 3- Tim Savage- No comments

 

Post 4- Mike Harper- Absent.

 

Post 5- Lowell Chambers- Enjoyed the Invocation. Confirmed that Leigh Burns is resigning from the NEGRC. The Yellow River Trail group is going to the Newton County Commission meeting to request access at Brown Bridge Road.

 

 

Agenda Item 11– Public Comments

 

Roy Jenkins of Dyer Lane asked where there would be parking for the Veterans’ Day Memorial Service. Council member Finger suggested Elm Street.

 

Agenda Item 12- Executive Session

 

Motion 7- was made by Council Member Tim Savage to discuss Potential Litigation and Real Estate Matters and was seconded by Council Member Anita Rainey.

 

Motion passed unanimously.

 

Motion 8- was made by Council Member Linda Finger to go back into regular session and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 13-Adjournment

 

Motion 9- was made by Council Member Mike Harper to adjourn and was seconded by Council Member Linda Finger.

 

Motion carried unanimously
