CITY COUNCIL MEETING

MINUTES

November 6, 2017

6:30PM

 

Presiding over the meeting was Mayor Arline Chapman. In attendance were Council Members, Terry Gray- Post 1, Linda Finger – Post 2, Timothy Savage – Post 3, Mike Harper - Post 4, and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers – City Attorney and Megan Reid – City Clerk.

Mayor Arline Chapman called the meeting to order

The invocation was led by Mayor Chapman

Agenda Item 4. Awards, Recognitions, & Donations

 

Council Member Mike Harper thanked the Police Chief for the Halloween event provided by the Police Department.

Motion 1 - was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Tim Savage.


Motion passed unanimously

 

Agenda Item 7. Budget Adjustments

 

None.

 

Agenda Item 8.  Comprehensive Plan Update

None.

 

Agenda Item 9. Approval of Minutes

 

Motion 2 - was made by Council Member Tim Savage to approve the minutes of October 2, 2017 and was seconded by Council Member Mike Harper.


Motion passed 4-0 Abstained by Council Member Linda Finger

 

Motion 3- was made by Council Member Linda Finger to approve the minutes of October 26, 2017 and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 10. GA Power LED Lights Agreement

 

Motion 4- was made by Council Member Linda Finger to authorize the Mayor to negotiate the contracts with GA Power to update street lights to LED lights and was seconded by Council member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 11. Member Comments


City Clerk Update- Megan Reid

  • Updated the Council on the Court Clerk Training
  • Confirmed that the Council Work Session for November 23 would be canceled.

 

Downtown Director-

  • Provided a monthly report to Council
  • Would like to have a work session scheduled for a Masterplan for the Village


Police Chief- Jason Cripps

  • Provided a monthly report of crime statistics and traffic count to Council

 

City Manager- Bob Thomson

  • The Whitewater overlook is currently under construction

 


Mayor Arline Chapman

  • Tomorrow is election day and she commends all candidates

 

 

Post 1- Terry Gray

  • Thanked the Chief for getting the Traffic Signs erected in Worthington Woods

 

Post 2- Linda Finger

  • None

 

Post 3- Tim Savage

  • Thanked the Police Department for the Halloween Candy Give Away
  • Encourages all citizens to vote

 

Post 4- Mike Harper

  • Would like to explore the idea of advertising using banners as a way of fundraising

 

Post 5- Lowell Chambers

  • Newton County’s Comp plan is on display at The Center and open for comment until November 14
  • Would like to see a speed control device installed at Poplar Street and Palmetto Street

Agenda Item 13. Executive Session

 

Motion 5- was made by Council Member Tim Savage to go into Executive Session for Real Estate Matters and Potential Litigation and was seconded by Council Member Mike Harper

 

Motion passed unanimously.

 

Motion 6 was made by Council Member Mike Harper to go back into regular session and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.
