CITY COUNCIL MEETING

MINUTES

November 7, 2016

 

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Terry Gray – Post 1, Linda Finger – Post 2, Mike Harper – Post 4 and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers-City Attorney, and Megan Reid-City Clerk. Tim Savage – Post 3 was absent.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Arline Chapman

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Arline Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

  1. Marty Boyd updated the Mayor and Council on the TE Grant and USDA Sewer Project.
  2. Awards- Chief Cripps appointed Officer Ashley Kelly to Senior Patrolman. He also recognized Sgt. Boisis and Officer Kelly with 2 year Plaques.
  3. The Elk’s Lodge Donated $50.00 for the K-9 Program.

 

Motion 1- was made by Council Member Linda Finger to accept the donation and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 5 – Budget Amendments

 Agenda Item 7 - Approval of the Agenda

 

Motion 2 – was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 8 - Approval of Minutes

 

October 3, 2016- Council Meeting Minutes

 

Motion 3- was made by Council Member Linda Finger to approve the minutes from October 3, 2016 and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

October 11, 2016- Called Meeting Minutes

 

Motion 4- was made by Council Member Linda Finger to approve the minutes from October 11, 2016 and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

 

Agenda Item 9 – Public Hearing- 2017 Budget

 

Mayor Chapman opened the Public Hearing. There were no Public Comments. Mayor Chapman closed the Public Hearing.

 

Agenda Item 10 – 2017 Budget- Ordinance 1st and 2nd Reading

 

Read aloud by City Attorney Tim Chambers.

 

Motion 5- was made by Council Member Mike Harper to approve the 1st reading as the second and was seconded by Council Member Terry Gray.

 

Agenda Item 11 – Legal Services Resolution for USDA

 

Motion 6- was made by Council Member Linda Finger to approve the Resolution and was seconded by Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 12- Fire Station , 2800 Main Street- Final Decision

 

Council came to a consensus to give authority to City Manager Bob Thomson to go ahead and go through the proper channels to acquire the building.

 

Agenda Item 13- Work Sessions in November and December

 

The Mayor suggested the Council meet for the November Work Session on November 15 and to discuss December’s Work Session in December. The Council agreed.

 

Agenda Item 14- The Social House

 

The Mayor and Council asked the City Manager to send a letter for a Public Hearing for Alcohol Revocation or Suspension for failure to report and remit Excise Taxes and failure to obtain Alcohol Pouring Permits.

  • CARE is now collecting Coats for Annual Coat Drive for November 19

  • In Tim Savage’s absence Mayor Chapman invited everyone to the The Speakeasy for an election watch night

 

 

Post 4, Mike Harper –

  • Thanked the Public Works department for repairing the back alley of Oak St

 

Post 5- Lowell Chambers

  • Reported a bobcat moving concrete up and down Poplar St in the mornings.
