CITY COUNCIL MEETING

MINUTES

October 5, 2015

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Linda Finger – Post 2, Council Member Tim Savage – Post 3, Mike Harper – Post 4 and Lowell Chambers- Post 5. Also in attendance were the City Manager, Bob Thomson, City Attorney, Tim Chambers, and City Clerk, Megan Reid. Anita Rainey- Post 1 was absent.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Pastor Bone.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

None

 

Agenda Item 5- Budget Adjustments

None

Agenda Item 7 - Approval of the Agenda

 

Motion 1 – was made by Council Member Tim Savage to approve the agenda and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

Agenda Item 8- Approval of Minutes

 

September 8, 2015- Council Meeting Minutes

 

Motion 2- was made by Council Member Linda Finger to approve the minutes from September 8, 2015 and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

September 24, 2015- Called Meeting Minutes

 

Motion 3- was made by Council Member Linda Finger to approve the minutes from September 24, 2015 and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

 

Agenda 9- Georgia for the Arts Resolution

 

Read aloud by City Attorney Tim Chambers

 

Motion 5- was made by Council Member Mike Harper to accept the Georgia for the Arts resolution as read and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

Agenda Item 10- Red Ribbon Week Proclamation

 

Proclaimed by Mayor Chapman

 

Motion 4- was made by Council Member Linda Finger to approve the proclamation for Red Ribbon Week and was seconded by Council member Savage.

 

Motion passed unanimously.

 

Agenda Item 11-Train Depot Lease (Budget Committee)

 

City Manager Bob Thomson expressed to the council the Budget Committee’s Recommendation of increasing the Depot Monthly Rent by $50.00.

 

Motion 5- was made by Council Member Mike Harper to approve the Budget Committee’s Recommendation and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

Agenda 11- Member Comments:

 

City Clerk, Megan Reid- Tax Bills will be mailed on 10/6/2015.Ready for Election Day on 11/3/2015. Historic Preservation District Update. Public Hearing is set for November 19 and the advertisements will run on 10/18/, 10/25, and 11/1.

 

Downtown Director, Josephine Kelly- Very successful Yellow River Jam and looking forward to a very busy October.

 

Police Chief, Jason Cripps- Still needs candy donations for Halloween.

 

City Manager, Bob Thomson- Thanked all employees and volunteers (Newton Trails) for their contributions to make the Yellow River Jam a success.

 

Mayor Arline Chapman- Great kickoff for the events to come. Code Enforcement is doing a great job, Police and Public Works are doing a great job. Looking forward to the events coming up.

 

Post 1, Anita Rainey- Absent

 

Post 2, Linda Finger- Reminded everyone of the Coat Drive set for November 14. Coats are being accepted at City Hall.

 

Post 3, Tim Savage- Amazing turnout for the Yellow River Jam Event. November 19 the speakeasy will have dinner theater and invites everyone to reserve a spot.

 

Post 4, Mike Harper- Code Enforcement and Police are doing a great job. Appreciates everyone’s hard work. Would like to see code enforcement and police department work together in enforcing parking regulations to keep people from parking on the sidewalks. Mr Lewis Bailey hired Mike Harper as the contractor for the property that was recently annexed and he would like for everyone to know to keep transparency.

 

Post 5- Lowell Chambers-Yellow River Jam a huge success. Newton Trails would like to have a bike ride in Porterdale. On October 24 the Friends of Porterdale are having their annual reunion from 11am-2pm and Lowell Chambers will be the tour guide for the “Walk to the Rock House” at 12pm.

 

Public Comments:

 

Taylor Owenby will be doing a Premier at the Company Store including a red carpet event. The “Dea of Winter” is produced by John Joseph and he will be avaible for Q&A after the showing. This will be held on October 23.

 

Roy Jenkins- questioned whether or not lowell Chambers was still the Zoning Administrator for the city. Mayor Chapman clarified that Willie Milligan is now the Zoning Administrator and Steve Penn was the Chair of the Board.

Motion 12 - was made by Council Member Mike Harper to adjourn and was seconded by Council Member Lind Finger.
