CITY COUNCIL MEETING

MINUTES

October 2, 2017

6:30PM

 

Presiding over the meeting was Mayor Arline Chapman. In attendance were Council Members, Terry Gray- Post 1, Timothy Savage – Post 3, Mike Harper - Post 4, and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers – City Attorney and Megan Reid – City Clerk. Linda Finger – Post 2 was absent.

Agenda Item 1. Call to order
Mayor Arline Chapman called the meeting to order

 

Agenda Item 2. Invocation
The invocation was led by Mayor Chapman


Agenda Item 3. Pledge of Allegiance

Mayor Chapman led the Pledge of Allegiance

 

Agenda Item 4. Awards, Recognitions, & Donations

 

  1. Acceptance of $8,700 donation from Friends of Porterdale

 

Motion 1 - was made by Council Member Tim Savage to accept the donation for the Porterdale Gymnasium Project and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

Motion 2 - was made by Council Member Tim Savage to approve the agenda and was seconded by Council Member Mike Haprer.

Agenda Item 8.  Comprehensive Plan Update

None.

 

Agenda Item 9. Approval of Minutes

 

Motion 3 - was made by Council Member Tim Savage to approve the minutes of September 5, 2017 and was seconded by Council Member Mike Harper.


Motion passed unanimously

 

Agenda Item 10. Water First Demonstration- Laurie Riley

 

Laurie Riley presented the annual Water First Demonstration and gave the Mayor and Council a quiz.

 

Agenda Item 11. Parking Ordinance

 

Read aloud by City Attorney Tim Chambers.

 

There was discussion on who would approve the driveways and they agreed to make a provision in the ordinance for the City Manager and Code Enforcer to make the decision with the consultation of the Historic Preservation Commission.

 

Motion 4 - was made by Council Member Lowell Chambers to approve this as the first and seconded reading with thte changes/ clarification of approval by City Manager with consultation of the Historic Preservation Commission and was seconded by Council Member Terry Gray.

 

Motion passed unanimously

 

Agenda Item 12. Member Comments


City Clerk Update- Megan Reid

  • Property Tax Bills have been mailed.

 

Downtown Director-

  • Provided a monthly report to Council
  • Yellow River Jam is set for Saturday October 7, 2017 from 12pm to 8pm


Police Chief- Jason Cripps

  • Provided a monthly report to Council

 

City Manager- Bob Thomson

  • Working on Budget for SPLOST

 


Mayor Arline Chapman

  • Will be absent October 10, 2017
  • Excited about the upcoming events

Post 2- Linda Finger

  • Absent

 

Post 3- Tim Savage

  • None

 

Post 4- Mike Harper

  • Asked the Police Chief for an update on the speed limit signs. Chief advised him they would have an update in one week.

 

Post 5- Lowell Chambers

  • Invited everyone to come to the Yellow River Jam this weekend
  • Advised the Mayor and Council that given all the Hurricane damage as of lately, it is very hard to get contractors locally for jobs.

Agenda Item 14. Executive Session

 

Motion 5- was made by Council Member Mike Harper to go into Executive Session for Real Estate Matters and Potential Litigation and was seconded by Council Member Tim Savage

 

Motion passed unanimously.

 

Motion 6 was made by Council Member Mike Harper to go back into regular session and was seconded by Council Member Tim Savage.
