CITY COUNCIL MEETING

MINUTES

October 7, 2013

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Anita Rainey – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4, and Lowell Chambers- Post 5 was absent.  Also in attendance were the City Attorney, Tim Chambers, City Clerk, Megan Reid, and the City Manager, Bob Thomson.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Chapman.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

None

 

Agenda Item 5- Additional Agenda Items

 

Motion 1- was made by Council Member Anita Rainey to amend agenda by adding 11B Caterer’s Ordinance and moving item 8 and 9 to 11C and 11D and was seconded by Council Member Linda Finger.

 

Motion carried unanimously.

 

Agenda Item 6 - Approval of the Agenda

 

Motion 2 – was made by Council Member Linda Finger to approve the amended agenda and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 7- Approval of minutes-

 

September 9, 2013 Regular Meeting Minutes

 

Motion 3 – was made by Council Member Linda Finger to approve the September 9, 2013 Minutes and was seconded by Council Member Mike Harper.

 

Motion passed unanimously

 

Agenda Item 10 - Member Comments:

 

City Clerk Update- Megan Reid- Pet Registration Drive on October 5, 2013 at City Hall from 9am-2pm.

 

Downtown Director- Teri Haler- Working with bank to secure a location for an ATM

 

Fire Chief- Ron Savage- Handout

 

Police Chief- Geoff Jacobs- Handout

 

City Manager- Bob Thomson- discussed the following topics

  • 1st Case Charged under Drug Free Commercial Zone
  • Water Deposit Policy
  • Gym Update

 

Mayor Arline Chapman- Commended the Police and Public Works departments for their great work with installation of the library and thanked Mrs. Eleese McKnight for taking the role as librarian.

 

Post 1- Anita Rainey- No Comment

 

Post 2- Linda Finger- Coat Drive by C.A.R.E. to be held at City Hall on October 12 from 11am-1pm.

 

Post 3- Tim Savage- No Comment

 

Post 4- Mike Harper- Had concerns about the Gym

 

Post 5- Lowell Chambers- Absent

 

Agenda Item 12– Public Comments

Xavier McKnight- 5 Rose Street- Gave feedback on the installation of the Little Free Library at Rose Hill and stated that the children are using the library

 

Agenda Item 11C-Amendment  to Alcohol Ordinance to provide for Brewpubs and Special Events Facilities- 1st and 2nd Reading

 

Motion 4- was made by Council Member Mike Harper to approve the first reading as the second and was seconded by Council Member Tim Savage.

 

Motion carried unanimously.

 

Agenda Item 11D- Model Coin Operated Machine Ordinance- 3rd and Final Reading

 

Motion 5- was made by Council Member Mike Harper to approve the 3rd as the final reading and was seconded by Council Member Linda Finger

 

Discussion: Council Member Mike Harper would like the Chief and the police department to inspect these facilities to make sure that the law is followed. Council Members would like to be on record that this is not an ordinance that they endorse but are strictly regulating due to the state laws.

 

Motion carried unanimously.

 

Agenda Item 11B- Amendment to Alcohol Ordinance to provide for Caterers- 1st and 2nd Reading

 

Motion 6- was made by Council Member Harper to accept the first reading as the second and was seconded by Council Member Finger.

 

Motion carried unanimously.

 

Motion 7- was made Council Member Mike Harper to go into executive session for real estate matters and was seconded by Council Member Tim Savage.

 

Motion carried unanimously.

 

Agenda Item 12- Executive Session

  • Real Estate

 

 

Motion 8- was made by Council member Mike Harper to go back into regular session and was seconded by Council Member Linda Finger.

 

Motion carried unanimously.

 

Agenda Item 14-Adjournment

 

Motion 9- was made by Council Member Mike Harper to adjourn and was seconded by Council Member Linda Finger.
