CITY COUNCIL MEETING

MINUTES

October 3, 2016

 

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Terry Gray – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4 and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers-City Attorney, and Megan Reid-City Clerk.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Arline Chapman

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Arline Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

  1. Proclamation for Code Enforcement Month read aloud by Mayor Chapman and given to Willie Milligan, Code Enforcement for excellent service
  2. Donation from Covington Ford for the Ford Taurus to be used as the Art Car it is valued at $1,500.00

 

Motion 1- was made by Council Member Linda Finger to accept the donation and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

  1. c.     Grant for 2 AED devices from the Fire House Subs Grant valued at $3,590

 

Motion 2- was made by Council Member Lowell Chambers to accept the grant and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 5 – Budget Amendments

Agenda Item 6 - Additional Agenda Items

  1. Add Review of 2017 SPLOST Request after Item 11

 

Agenda Item 7 - Approval of the Agenda

 

Motion 3 – was made by Council Member Linda Finger to approve the agenda with the addition of Item 12- Review of 2017 SPLOST Request and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 8 - Approval of Minutes

 

September 6, 2016- Council Meeting Minutes

 

Motion 4- was made by Council Member Linda Finger to approve the minutes from September 6, 2016 and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 9 – 10 North Broad Street Resolution

 

Read aloud by City Attorney Tim Chambers.

 

Motion 5- was made by Council Member Linda Finger to approve Resolution for the sale of 10 North Broad St and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 10 – Red Ribbon Week Proclamation

 

Mayor Chapman Proclaimed Red Ribbon Week October 23-29, 2016.

 

Agenda Item 11 – USDA Legal Services

 

City Attorney Tim Chambers explained to the Council that he would be getting quotes from Real Estate Attorneys for the USDA Deal.

 

Agenda Item 12- 2017 SPLOST Request

 

Mayor Chapman explained to the Council the outcome of the Mayors and Chamber meeting and what the Mayors agreed to request from the county. The request is attached to the minutes.

 

Agenda 13 - Member Comments:

 

City Clerk, Megan Reid

  • Issued first new construction permit in 8 years

 

Downtown Director, Josephine Kelly

  • Gave Council a summarized Monthly Update
  • Discussed the New Kayak/Outfitter that will be opening October 8
  • Christmas Parade will be held on December 10

 

 

Police Chief, Jason Cripps

  • LPR is doing great
    • Police able to seize a       vehicle
    • Recover a stolen vehicle
  • Accepting Candy Donations      for Halloween

 

City Manager, Bob Thomson

  • Received $5,000 Firewise      Grant

 

Mayor Arline Chapman

  • Yellow River Jam was a      success
  • Excited about all the good      things going on in the City
  • Asked about the progress      on the easement that Roth Adventures will be able to use
    • Waiting for Frank Turner       Jr.- Bob Thomson will follow up

 

Post 1, Terry Gray

  • Meeting with the heir      project went well. The center will be able to help Ms. Camille McKnight

 

Post 2, Linda Finger

  • Veterans ‘Day Celebration by CARE set for November 11, 2016 at 11:11am
  • CARE is now collecting Coats for Annual Coat Drive for November 19

 

Post 3, Tim Savage –

  • This was the biggest weekend in Porterdale
    • 42 Tournament Players Registered- collected about $1100
    • Had several of the top players in the world
    • The Jam’s Stage was amazing
    • The Yellow River Trails Group did a great job
    • Thanked Josephine Kelly and Robert Witcher for their hard work
    • All the restaurants in downtown sold out

 

 

Post 4, Mike Harper –

  • Was pleased to see that people traveled from at least 50-60 miles away
  • Will be cooking a BBQ dinner for the Police Department

 

Post 5- Lowell Chambers

  • Enjoyed working at the Yellow River Jam but was exhausted when he went home and slept for 12 hours
  • Amazing Event
  • Notified code enforcement of mattresses on the back porch on 17 Elm St
  • Has books for free library
  • Meeting with NCWSA October 4

 

Agenda Item 14 - Public Comments

 

None

 

Agenda Item 15 - Executive Session – Potential Litigation

 

Motion 6- was made by Council Member Mike Harper to go into Executive Session for Real Estate Matters and Personnel Issues and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Motion 7- was made by Council Member Linda Finger to go into the Regular Session and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 16 - Adjournment

 

Motion 8 - was made by Council Member Tim Savage to adjourn and was seconded by Council Member Linda Finger.

 

Motion carried unanimously.
