CITY COUNCIL MEETING

MINUTES

September 9, 2013

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Anita Rainey – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4, and Lowell Chambers- Post 5.  Also in attendance were the City Attorney, Tim Chambers, City Clerk, Megan Reid, and the City Manager, Bob Thomson.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Chapman.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 5- Additional Agenda Items

 

Agenda Item 6 - Approval of the Agenda

 

Motion 1 – was made by Council Member Mike Harper to approve the amended agenda and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

Agenda Item 7- Approval of minutes-

 

August 5, 2013 Regular Meeting Minutes

 

Motion 2 – was made by Council Member Linda Finger to approve the August 5, 2013 Minutes and was seconded by Council Member Mike Harper.

 

Motion passed unanimously

 

August 13, 2013 Called Meeting Minutes

 

Motion 3 – was made by Council Member Linda Finger to approve the August 13, 2013 Minutes and was seconded by Council Member Mike Harper.

 

Motion passed unanimously

 

August 22, 2013 Called Meeting Minutes

 

Motion 4 – was made by Council Member Mike Harper to approve the August 22, 2013 Minutes and was seconded by Council Member Tim Savage.

 

Motion passed unanimously. Council Member Linda Finger abstained.

 

 

 

Agenda Item 8- Appointment for the Historical Preservation Committee- Teresa Tinsley

 

Motion 5- was made by Council Member Mike Harper to appoint Teresa Tinsley to the Historical Preservation Committee and was seconded by Council Member Linda Finger.

 

Motion carried unanimously.

 

Agenda Item 4 – Awards, Recognitions, & Donations

 

The City recognized the Friends of Porterdale and their generous donation of $28,000:

$10,000 for the Girls Reserve Room

$15,000 for the Stage

$3,000 for a Historic Sign

 

Agenda Item 9 – Resolution for Opening New Bank Accounts at United Bank

 

Read aloud by City Attorney, Tim Chambers.

 

Motion 6- was made by Council Member Mike Harper to approve the Resolution Opening New Bank Accounts at United Bank and was seconded by Council Member Linda Finger.

 

Motion passed unanimously

 

Agenda Item 10- Model Coin Operated Machine Ordinance

 

Read aloud by City Attorney, Tim Chambers.

 

Motion 7- was made by Council Member Mike Harper to approve the first reading as the second reading of the Coin Operated Machine Ordinance and was seconded by Council Member Linda Finger.

 

Discussion: Council Member Mike Harper would like to review the fines and penalties and the placement of the machines at the 2nd work session in September.

 

Motion passed unanimously

 

Agenda Item 11 - Member Comments:

 

City Clerk Update- Megan Reid- None

 

Downtown Director- Teri Haler- Project discussion

 

Fire Chief- Ron Savage- None

 

Police Chief- Geoff Jacobs- Thanked the Alumni Association for their help at the Roadblock. Passed out statistics from the prior month.

 

City Manager- Bob Thomson- Gym Update

 

Mayor Arline Chapman- Passed out information regarding Senior Services available in Newton County

 

Post 1- Anita Rainey- No Comment

 

Post 2- Linda Finger- Asked when the Budget Committee would be meeting. City Clerk Megan Reid replied with September 24 &25 at 6:30pm.

 

Post 3- Tim Savage- No Comment

 

Post 4- Mike Harper- Would like to recognize the Ball Team’s that used to play in Porterdale. Also would like to review the County’s recently passed Gun Ordinance.

 

Post 5- Lowell Chambers- Would like to commend the Public Works department for their hard work on the ball field.

 

Agenda Item 12– Public Comments

No Comments from the Public.

 

Motion 7- was made Council Member Mike Harper to go into executive session for personnel and real estate matters and was seconded by Council Member Tim Savage.

 

Motion carried unanimously.

Motion 8- was made by Council member Mike Harper to go back into regular session and was seconded by Council Member Lowell Chambers.
