CITY COUNCIL MEETING

MINUTES

September 5, 2017

6:30PM

 

Presiding over the meeting was Mayor Arline Chapman. In attendance were Council Members, Terry Gray- Post 1, Linda Finger – Post 2, Timothy Savage – Post 3, Mike Harper - Post 4, and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers – City Attorney and Megan Reid – City Clerk.

Motion 1 - was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Tim Savage.

Agenda Item 9. Approval of Minutes

 

 

Motion 2 - was made by Council Member Linda Finger to approve the minutes of August 7, 2017 and was seconded by Council Member Tim Savage.


Motion passed unanimously

 

Motion 3 - was made by Council Member Linda Finger to approve the minutes from August 24, 2017 and was seconded by Council Member Tim Savage.

Agenda Item 10. Resolution Authorizing Execution of Master Lease Agreement with United Bank

 

Read aloud by City Attorney Tim Chambers.

 

Motion 4 - was made by Council Member Linda Finger to approve resolution as read and was seconded by Council Member Tim Savage.

 

Motion passed unanimously

 

Agenda Item 11. Resolution Authorizing Execution of Lease Supplement under Master Lease United Bank

 

Read aloud by City Attorney Tim Chambers.

 

Motion 5 - was made by Council Member Linda Finger to approve resolution as read and was seconded by Council Member Lowell Chambers.

City Clerk Update- Megan Reid

  • Thanked the Dunn Family for the Gift Basket for City Hall’s Grand Opening

 

Downtown Director-

  • Provided a monthly report to Council


Police Chief- Jason Cripps

  • Provided a monthly report to Council

 

City Manager- Bob Thomson

  • Updated Council on the Washington St Sidewalk Project and advised them that he would be meeting with the City Engineer on September 13


Mayor Arline Chapman

  • Proud of the accomplishments this year and how far Porterdale has come

 

Post 1- Terry Gray

  • None

 

Post 2- Linda Finger

  • Fundraiser for Officer Roberts on September 16- Raffle Tickets available at City Hall

 

Post 3- Tim Savage

  • Thanked the Public Works department on the amazing job of the new City Hall

 

Post 4- Mike Harper

  • Parking Issues on Oak St need to be addressed

 

Post 5- Lowell Chambers

    • Delighted with the New       Facility
    • Just recently traveled to       California and observed the trend of Pedestrian       Villages and would like to see Porterdale follow this trend

Agenda Item 14. Executive Session

 

Motion 6-  was made by Council Member Tim Savage to go into Executive Session for Real Estate Matters and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

Motion 7 was made by Council Member Tim Savage to go back into regular session and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Motion 8-  was made by Council Member Linda Finger to accept the valuation of $3,400 (three thousand four hundred dollars) set out in the appraisal performed byValbridge Property Advisors dated September 5, 2017 of the property located at 1501 Main Street, and the valuation of $100 set out in the appraisal of Valbridge Property Advisors, dated September 5, 2017 of the non-exclusive 20’ ( twenty foot) access easement which runs along the western property line of the 1501 Main Street property and authorize the city attorney to move forward with acquisitions of the property in accordance with the provisions of Georgia lawnd was seconded by Council Member Tim Savage.
