Minutes of the Meeting

 Monday, August 5, 2013

In attendance: Mayor Chapman, Post 1- Anita Rainey, Post 2- Linda Finger, Post 3- Tim Savage, Post 4- Mike Harper, Post 5- Lowell Chambers, City Attorney Tim Chambers, City Manager- Bob Thomson, and City Clerk- Megan Reid

  1. Call to Order- Mayor Chapman
  2. Invocation- Mayor Chapman
  3. Pledge of Allegiance- Mayor Chapman
  4. Awards, Recognitions, & Donations- Lowell Chambers recognized the Covington Century Bike Ride and what a huge success it was.
  5. Additional Agenda Items- Add Public Hearing after #8 and move both 8 and the Public Hearing to after # 13

 

Motion 1 – was made by Council Member Mike Harper to amend agenda and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

6. Approval of the Agenda

 

Motion 2 – was made by Council Member Linda Finger to approve the amended agenda and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

7. Approval of Minutes-

July 1, 2013 Regular Meeting Minutes

 

Motion 3 – was made by Council Member Linda Finger to approve the July 1st, 2013 Minutes and was seconded by Council Member Mike Harper.

 

Motion passed unanimously

 

July 25, 2013 Called Meeting Minutes

 

Motion 4 – was made by Council Member Linda Finger to approve the July 25th, 2013 Minutes and was seconded by Council Member Mike Harper.

 

Motion passed unanimously

 

9. Millage Rate Adoption

 

Read aloud by City Attorney, Tim Chambers.

 

Motion 5- was made by Council Member Mike Harper to approve 1st Reading as 2nd with the millage rate as 19.392 and was seconded by Council Member Linda Finger.

 

Motion passed unanimously

 

10. Public Hearing of the Millage Rate

Opened by Mayor Chapman

Closed by Mayor Chapman

 

11. Appointment for the Historical Preservation Committee- no appointments at this time. Bob Thomson to send Megan Reid and council the requirements to be on the HPC and will put a flyer together to mail out in water bills and forward to the Lofts.

 

12. Member Comments

  • City Clerk Update- Megan Reid- None
  • Downtown Director- Teri Haler- Presented a report
  • Fire Chief- Ron Savage- Handout
  • Police Chief- Geoff Jacobs- Handout

Lowell Chambers and Arline Chapman both expressed their appreciation for the professionalism and courtesy of the police department.

  • City Manager- Bob Thomson- Presented a Project Timeline
  • Mayor Arline Chapman- Invited everyone to the opening of Newton High School
  • Post 1- Anita Rainey- No Comment
  • Post 2- Linda Finger- Would like the City Clerk to update Maggi at the Lofts with upcoming events via email. Maggi will be able to send an email blast to tenants.
  • Post 3- Tim Savage- Would like to commend CARE on the School Supply Giveaway not only was it a success but it was great to see the Porterdale residents come out and bring their children to such an organized event.
  • Post 4- Mike Harper- No Comment
  • Post 5- Lowell Chambers- Commented on Arline’s comment: Saw a book title that reminded him of what she was saying, “You Don't Have to Be in Who's Who to Know What's What.”

 

13. Public Comments not on the Agenda- Limit 5 Minutes

(Formally #8)3rd and Final Reading- International Property Maintenance Code

 

Motion 6- was made by Council Member Mike Harper to approve the 3rd reading and adopt the ordinance and was seconded by Council Member Tim Savage.

 

(8a.) Public Hearing for International Property Maintenance Code

Opened by Mayor Chapman.

The Public Hearing sign-up sheet was blank. Mayor Chapman closed the Public Hearing.

 Lowell Chambers would like to note that the council thoroughly entertained all public input in passing this extensive ordinance.

 

Motion carried unanimously.

 

Motion 7- was made Council Member Mike Harper to go into executive session for real estate matters and was seconded by Council Member Tim Savage.

 

Motion carried unanimously.

Motion 8- was made by Council member Linda Finger to go back into regular session and was seconded by Council Member Mike Harper.
