CITY COUNCIL MEETING

MINUTES

July 5, 2016

 

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Terry Gray – Post 1, Linda Finger – Post 2, Mike Harper – Post 4 and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers-City Attorney, and Megan Reid-City Clerk. Tim Savage – Post 3 was absent.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Arline Chapman

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Arline Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

  1. Gary and Linda Curtis donated $200.00 to the police department to purchase stuffed animals for child victims.

 

Motion 1- was made by Council Member Linda Finger to accept the donation for Police General Supplies and was seconded by Council member Terry Gray.

 

Motion passed unanimously.

 

  1. Main Street Director Josephine Kelly presented Council Member Terry Gray with her Main Street 101 Certification for successfully completing the training. Chief Cripps and Debra Griffith presented to the council a vintage aerial picture of Porterdale that they restored and reframed to hang in City Hall. 

 

  1. Council Member Lowell Chambers thanked the Mayor, Council and Staff for a wonderful 4th of July Event and was impressed with the presentation for Mr. Bobby Jack Savage and his wife.

Agenda Item 7 - Approval of the Agenda

 

Motion 2 – was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

 

 

 

Agenda Item 8 - Approval of Minutes

 

June 6, 2016- Council Meeting Minutes

 

Motion 3 - was made by Council Member Linda Finger to approve the minutes from June 6, 2016 and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

June 14, 2016- Called Meeting

 

Motion 4- was made by Council Member Linda Finger to approve the minutes from June 14, 2016 and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

Agenda 9 – An Ordinance To Amend The Provisions Of Section 4-59 To Remove Prohibition Of The Sale Of Alcoholic Beverages On Thanksgiving Day and Christmas Day

 

Read aloud by City Attorney Tim Chambers.

 

Motion 5 – was made by Linda Finger to approve the 1st reading of this ordinance as the 2nd and was seconded by Terry Gray.

 

Agenda 10 – Mobile Food Vendor Ordinance

 

Read aloud by City Attorney Tim Chambers.

 

Motion 6 – was made by Linda Finger to approve the 1st reading of this ordinance as the 2nd and was seconded by Lowell Chambers.

 

Motion passed unanimously.

 

Agenda 10 - Member Comments:

 

City Clerk, Megan Reid

  • None

 

Downtown Director, Josephine Kelly

  • Working on the Downtown Business Directory and gave the Council a Monthly Report.

 

Fire Chief, Ron Savage

  • No Statistics.

 

Police Chief, Jason Cripps

  • Gave positive feedback on      the new bike patrol
  • Submitted monthly statistics      including the new License Plate Reader statistics

 

 

City Manager, Bob Thomson

  • Met with Mr. Willie      Milligan and Lewis Withrow and Mr. Withrow will be working on a survey to      submit with annexation paperwork in the near future.

 

Mayor Arline Chapman

  • Complimented the City      Workers for a successful July 4Event
  • Felt that Josephine Kelly      had the right idea with keeping it simple
  • All of the A/C Units that      were donated to the senior citizens were installed by Mr. Willie Milligan      and his crew during his off time.

  • None

 

Post 2, Linda Finger

  • Asked for an update on the Communications Tower. Chief Cripps explained that it was in the hands of Newton County now.

 

Post 3, Tim Savage - Absent

 

Post 4, Mike Harper - None

 

Post 5- Lowell Chambers

  • Proud of Willie Milligan’s Code Enforcement work and seeing improvements all over town.
  • Pleased to see the sidewalks on South Broad Street are finally complete.
  • Generally pleased with the Independence Day Event except the fireworks went off too early. Mayor Chapman agreed and will be looking for a new company next year.

Agenda Item 12 - Executive Session – Personnel

 

Motion 7 – was made by Council Member Mike Harper to go into executive session Personnel Matters and was seconded by Council Member Linda Finger.

 

Motion passed successfully.

 

Motion 8 – was made by Council Member Linda Finger to go back into regular session and was seconded by Council Member Mike Harper.

 

Agenda Item 13 - Adjournment

 

Motion 9 - was made by Council Member Linda Finger to adjourn and was seconded by Council Member Mike Harper.
