CITY COUNCIL MEETING

MINUTES

June 6, 2016

 

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Terry Gray – Post 1, Linda Finger – Post 2, and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers-City Attorney, and Megan Reid-City Clerk. Tim Savage – Post 3 and Mike Harper – Post 4 were absent.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Arline Chapman

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Arline Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

  1. Council member Terry Gray donated the “Roscoe” book to the Porterdale Police Department to read at the block parties and for children who are in crisis.
  2. Chief Cripps and Debra Griffith presented to the council a vintage aerial picture of Porterdale that they restored and reframed to hang in City Hall. 
  3. Chief Cripps made recognized Officer Munger for going above and beyond the call of duty on May 9, 2016 to assist Ms. Betty Knight.

Agenda Item 7 - Approval of the Agenda

 

Motion 1 – was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

Agenda Item 8 - Approval of Minutes

 

May 2, 2016- Council Meeting Minutes

 

Motion 2 - was made by Council Member Linda Finger to approve the minutes from April 4, 2016 and was seconded by Council Member Mike Terry Gray.

 

Motion passed unanimously.

 

 

 

Agenda 9 – Historic Preservation Appointments

 

  1. Rhea Spence
  2. Milt Thomas

 

Motion 3 – was made by Lowell Chambers to appoint Rhea Spence and Milt Thomas to the Historic Preservation Committee and was seconded by Linda Finger.

 

Agenda 10 – Worker’s Compensation Resolution to add Elected Officials and Volunteers

 

 

Motion 4 – was made by Linda Finger to approve the Resolution to add Elected Officials and Volunteers Worker’s Compensation to add Elected Officials and Volunteers and was seconded by Terry Gray.

 

Motion passed unanimously.

 

Agenda 10 - Member Comments:

 

City Clerk, Megan Reid

  • Announced that City Hall would have an intern beginning June 13, 2016 and will be here until July 8, 2016. Her name is Destine Smith.

 

Downtown Director, Josephine Kelly

  • Submitted a monthly report and briefly highlighted upcoming events.

 

Fire Chief, Ron Savage

  • Submitted Statistics.

 

Police Chief, Jason Cripps

  • Submitted monthly      statistics including the new License Plate Reader statistics

 

City Manager, Bob Thomson

  • Announced that the 1st      Disc Golf Basket is in the ground
  • Reminded everyone that the      Newton County Commission will be discussing the Radio Tower at their next      meeting
  • Will have an update on the      upcoming annexations soon

 

Mayor Arline Chapman

  • Noted the article      recognizing local citizen Mr. Bobby Jack Savage and would like to discuss      having a “Mr. Bobby Jack Savage Day” this 4th of July

 

Post 1, Terry Gray

  • Thanked the Code      Enforcement for their quick work in Worthington Woods

 

Post 2, Linda Finger

  • Asked the Mayor to please advise the Judge on the License Plate Reader device

 

Post 3, Tim Savage - Absent

 

Post 4, Mike Harper - Absent

 

Post 5- Lowell Chambers

  • Went to the Yellow River Park this past weekend and saw that the park was in great use
  • Proud of the community
  • Would like to look at adding grills to the parks
  • Need to move the trash can’s next to the Doggy Bag Stations.

Agenda Item 12 - Executive Session – Personnel Matters and Potential Litigation

 

Motion 5 – was made by Council Member Linda Finger to go into executive session Personnel Matters and Potential Litigation and was seconded by Council Member Terry Gray.

 

Motion 6 – was made by Council Member Linda Finger to go back into regular session and was seconded by Council Member Terry Gray.

 

Agenda Item 13 - Adjournment

 

Motion 7 - was made by Council Member Linda Finger to adjourn and was seconded by Council Member Terry Gray.
