CITY COUNCIL MEETING

MINUTES

May 1, 2017

6:30PM

Presiding over the meeting was Mayor Arline Chapman. In attendance were Council Members Terry Gray – Post 1, Linda Finger – Post 2, Mike Harper – Post 4 and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers – City Attorney and Megan Reid – City Clerk. Timothy Savage – Post 3 was absent.

Agenda Item 1. Call to order
Mayor Arline Chapman called the meeting to order

 

Agenda Item 2. Invocation
The invocation was led by Mayor Arline Chapman


Agenda Item 3. Pledge of Allegiance

Mayor Chapman led the Pledge of Allegiance

 

Agenda Item 4. Awards, Recognitions, & Donations

Continental donated 3 laptops to the police department valued at $400 each.

 

Motion 1- was made by Council Member Linda Finger to accept the donation for the police department and was seconded by Council Member Terry Gray.

 

Motion passed unanimously.

 

Agenda Item 5. Additional Agenda Items

Agenda Item 6. Approval of the Agenda Items


Motion 2 - was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Terry Gray.

Agenda Item 7. Budget Adjustments

 

Motion 3- was made by Council Member Linda Finger to Increase in Expenditures in 2011 SPLOST for the following Radar Signs $7,985.44, Gym Debt- $14,869.44, and Parks & Maintenance Vehicle $4,681.12 and to increase revenues in 2011 SPLOST by Transportation $7,985.44, Hist. Preservation/ Gym- $14,869.44, and Recreation-$4,681.12 and was seconded by Council member Terry Gray.

 

Motion passed unanimously.

 

Agenda Item 8.  Comprehensive Plan Update
There were no updates


Agenda Item 9. Approval of Minutes

 

February 6, 2017 minutes still incomplete and tabled until June 5, 2017 Council Meeting.

 

Motion 4 - was made by Council Member Linda Finger to approve the minutes of April 3, 2017 and was seconded by Council member Mike Harper.


Motion passed unanimously

 

Motion 5 - was made by Council Member Linda Finger to approve the minutes of April 11, 2017 and was seconded by Council member Mike Harper.


Motion passed unanimously

 

Motion 6 - was made by Council Member Linda Finger to approve the minutes of April 27, 2017 and was seconded by Council member Lowell Chambers.

Agenda Item 10. Radar Signs/Traffic Counters

Motion 7 –
was made by Council Member Lowell Chambers to approve the purchase of 3 Radar Signs for use in the outer City Limits of Porterdale and to repair the 2 radar signs in the Historic District and was seconded by Council member Mike Harper.

Motion withdrawn.

 

Motion 8- was made by Council Member Lowell Chambers to purchase 2 Radar Signs to be used in the outer limits of the City and to repair the 2 radar signs in the Historic District and was seconded by Council Member Mike Harper.

Agenda Item 11. Authorization for Archeological Study for the TE Grant (Boxcar Bathroom) Not to exceed $3,000

Motion 9-
was made by by Council Member Lowell Chambers to authorize a Archeological Study for the TE Grant (Boxcar Bathroom) Not to exceed $3,000 and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

City Clerk Update- Megan Reid

  • Updated Council on Delinquent Tax Training and would like to discuss with Council at Work Session

    Downtown Director- Josephine Kelly
  • At Main Street Conference


Police Chief- Jason Cripps

  • Presented written monthly report for Crimes and Incidents

City Manager- Bob Thomson

  • Discussed the Trail Conference in Columbus and in Unicoi


Mayor Arline Chapman

  • Overall happy with the City
  • There was a house that sold for $80,000 which shows improvement in the economy
  • Glad to see that the filming is taking off in the City
  • Invited to Bethany Church to address the Senior Citizens and was pleasantly surprised to see that most of the Seniors were natives of Porterdale

Post 1- Terry Gray

  • Nitified the Council of the Pop Up Movie Purple Rain on Friday April 21, 2017
  • Citizens stated that they would love to see more Movies in the Ally on Friday nights
  • Thanked Josephine Kelly, Robert Wither and the Public Works Crew for making it a successful event

  • Absent

Post 4- Mike Harper

  • Nothing to report

Post 5- Lowell Chambers

  • Grapevine Concert Saturday May 6, 2017
  • Addressed an issue of payment not being made to a citizen for filming inconvenience and City Clerk Megan Reid asked for the citizen to contact City Hall to report the incident and she could contact the Film Crew

 

Agenda Item 13. Public Comments not on the Agenda
Walter Murphy- 47 Hazel Street- Would like to have a speed reduction device installed on his street

 

Mayor Chapman addressed Levie Maddox regarding potential litigation

 

Jason Maddox addressed the Mayor and Council about Real Estate Matters to which the City Attorney Tim Chambers stated he would send him the letter in reference to the Real Estate Matters at hand.

 

Agenda Item 14. Executive Session for Real Estate Matters

 

Motion 10- was made by Council Member Linda Finger to go into Executive Session for Real Estate Matters and was seconded by Council Member Terry Gray.

 

Motion passed unanimously.

 

Motion 11- was made by Council member Mike Harper to go back into regular session and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.
