CITY COUNCIL MEETING

MINUTES

March 7, 2016

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Terry Gray – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4, and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers-City Attorney, and Megan Reid-City Clerk.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Arline Chapman

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Arline Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

  1. C.A.R.E. Members – Linda Finger, Dori Stiles, Joe Norwood, Rick Vaida, Sally Jarrett, and Dr. Jerry Patterson - Linda Finger explained that their goal was to give a scholarship to a Porterdale resident. They had a very thorough application process and were able to award Jean Frimpong with a $1,250.00 Scholarship to Clayton State University.
  2. Donation to Accept Chairs from Grace Baptist Church

 

Motion 1 – was made by Council Member Linda Finger to accept the donation of chairs for City Hall and was seconded by Council member Tim Savage.

 

Motion passed unanimously.

Agenda Item 7 - Approval of the Agenda

 

Motion 2 – was made by Council Member Linda Finger to approve the agenda by striking the Executive Session for Personnel Matters and amending it to state Executive Session for Potential Litigation and Real Estate Matters and was seconded by Council Member Mike Harper.

Agenda Item 8 - Approval of Minutes

 

February 1, 2016- Council Meeting Minutes

 

Motion 3 - was made by Council Member Linda Finger to approve the minutes from February 1, 2016 and was seconded by Council Member Terry Gray.

 

Motion passed unanimously.

 

Agenda 9 – Sprucing Up Spruce – Milt Thomas

 

Milt Thomas explained to the Council that he would like to campaign for Spruce Up Spruce, he is doing so by putting 2 houses on the market and during the Open House he will have an artist showcase his work. He asked that this street be included on the Great American Clean Up Campaign and Mayor and Council agreed to support him in his efforts.

Motion 4 - was made by Council Member Linda Finger to approve the 3rd and Final Reading of the Annexation of .27 AC  Hwy 81: Map ID # 00450-00000-033-000 and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

Agenda Item 17 - 17. Amendment to the Zoning Ordinance Section 119- Building Materials- 1st and 2nd Reading

 

Read aloud by City Attorney, Tim Chambers.

 

 

Motion 10 - was made by Council Member Linda Finger to approve the 1st as the 2nd reading and was seconded by Council Member Mike Harper.

Downtown Director, Josephine Kelly

Will have a site visit with Ga Power Representative on March 15 and GA Tourism Team will visit on March 24 and is looking forward to reporting back to the council afterwards.

 

Fire Chief, Ron Savage

  • None.

 

Police Chief, Jason Cripps

  • Statistics left for Mayor      and Council Members.
  • Thanked everyone for their      support of the K9 Memorial Event
  • The Mayor commended the      Chief for the kind acts that they do.

 

City Manager, Bob Thomson

  • Will be out of the office      to present the Comprehensive Plan by DCA at Unicoi State Park on March 11.

 

Mayor Arline Chapman

  • Proud of the teamwork.

 

Post 1, Terry Gray

  • Thanked the Police      Department and Code Enforcement and Public Works Department for keeping      the city safe and clean.

 

Post 2, Linda Finger

  • There will be CARE Fish Fry on March 19 11a-2p

 

Post 3, Tim Savage

  • Thanked We Ride to Provide for the K-9 Memorial
  • The warm weather brought out a lot of people to the village this past weekend.
  • Still seeking donations for the Disc Golf Course.

 

Post 4, Mike Harper

  • None.

 

Post 5- Lowell Chambers

  • Went on to Bibb City and toured. Saw a lot of similarities to Porterdale. This was sponsored by the Newton Trails Bike Ride. The large group spent the day in the city and spent their money the local community.

Agenda Item 17 - Executive Session – Real Estate Matters and Potential Litigation

 

Motion 11 – was made by Council Member Mike Harper to go into executive session for Real Estate Matters and Potential Litigation and was seconded by Council Member Tim Savage.

 

Motion 12 – was made by Council Member Tim Savage to go back into regular session and was seconded by Council Member Mike Harper.

Motion 6 - was made by Council Member Tim Savage to adjourn and was seconded by Council Member Linda Finger.
