CITY OF PORTERDALE

CITY COUNCIL MEETING

April 11, 2013

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Anita Rainey – Post 1, Linda Finger – Post 2, Mike Harper – Post 4, and Lowell Chambers, Post 5.  Also in attendance were the City Attorney, Tim Chambers, City Clerk, Megan Reid, and the City Manager, Bob Thomson. Council Member, Tim Savage, Post 3 was absent.

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Chapman.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

 

Mayor recognized Deanna Kelly, Chairperson of Tree Board, for donating a basketball net for the park.

 

Agenda Item 5- Additional Agenda Items

Motion 1 was made by Mike Harper to add Deanna Kelly to Member Comments for an update regarding the Tree Board and was seconded by Council Member Finger.

 

Agenda Item 6 - Approval of the Agenda

Motion 2 was made by Council Member Finger to approve the agenda and was seconded by Council Member Harper.

 

Motion carried unanimously.

 

Agenda Item 7- Approval of minutes-

 

Motion 3 – was made by Council Member Finger to approve the Regular Council Meeting Minutes from March 4, 2013 and was seconded by Council Member Harper.

 

Motion carried unanimously.

 

Motion 4 - was made by Council Member Harper to approve the Called Council Meeting Minutes from March 12, 2013 and was seconded by Council Member Finger.

 

Motion carried unanimously.

 

Agenda Item 8- Public Hearing – 2013 Budget

 

Public Hearing opened by Mayor Chapman.

No Comments.

Public Hearing Closed by Mayor Chapman.

  

The 2013 Budget Ordinance was read aloud by City Attorney, Tim Chambers.

 

Motion 5 was made by Council Member Finger to approve the 2013 Budget Ordinance as the 1st and 2nd Reading and was seconded by Council Member Harper.

 

Motion carried unanimously.

 

Agenda Item 9 – Resolution Guiding Relationship between City Council and City Attorney

 

Read aloud by City Attorney Chambers.

 

Motion 6 was made by Council Member Finger to approve the Resolution Guiding Relationship between City Council and City Attorney and was seconded by Council Member Chambers.

 

Motion carried - Council Member Harper Opposed

 

Agenda Item 10 - Member Comments:

 

City Clerk – Megan Reid

  • ·         Update on filing FiFa’s- 2011 FIFa’s are still being processed.
  • ·         Update on Municode- Everything has been submitted to Municode we are waiting to hear back from them for our next set of directions.
  • ·         CBS is in the process of revising our website.
  • ·         Truck Rentals at 53 South Broad St- Asked Council to discuss our fees for amending our Zoning Ordinance at the Work Session

 

Fire Chief- Ron Savage- Absent/No Comment

 

Chief of Police Update – Geoff Jacobs- Reported by Bob Thomson

  • ·         Updated the Council on the progress of the Citizen’s Police Academy
  • ·         Chief Jacobs was notified that the Porterdale Police Department was selected for the initial orientation statewide for “Data Driven Approaches to Crime and Traffic Safety (DDACTS).

 

Mayor Arline Chapman

  • ·         Library is open from 10am-2pm on Saturdays
  • ·         Meeting with Randy Vinson, OMR, and Local Artist/Landscapers to discuss the Washington Street Corridors

 

Post 1 – Anita Rainey – No Comment

 

Post 2 – Linda Finger-

  • ·         Animal Clinic on Saturday April 20, 2013 from 1pm-4pm

 

 Post 3 – Tim Savage –Absent

 

Post 4 – Mike Harper

  • ·         Would like to see signs before and after the Bridge marking the “Yellow River”
  • ·         Would like to add to the work session on April 25, 2013 the discussion of promoting Porterdale i.e. Billboard
  • ·         Would like to ask permission in the work session to meet with a landlord and City Attorney Tim Chambers

 

Post 5 – Lowell Chambers

  • ·         Stated that he has noticed a significant amount of litter on the roads and to check into having community service workers pick up litter south of the river

 

Deanna Kelly- Tree Board Chairman

  • ·         Invited everyone to come to Arbor Day on Saturday, April 13, 2013 at 10:00am to help plant 10ft Olive Trees at the medium in between Cedar St and South Broad St

 

Agenda Item 11– Public Comments 

 

Xavier McKnight- 5 Rose Street

  • ·         Would like to thank the Police Department for bringing K-9 Nina out to visit with the children in his neighborhood

 

Wayne Maddox , Sr. – 2 Pine St

  • ·         Complaint about error on garbage bill at 24 Hemlock St
  • ·         Complaint about concrete on his property at Rose Hill.

 

Agenda Item 12 - Executive Session- Administrative Matters

 

Motion 7 was made by Council Member Harper to go into executive session for pending administrative matters and seconded by Council Member Finger. 

 

Motion carried unanimously.

 

Motion 8 was made by Council Member Harper to go back into regular session and seconded by Council Member Finger. 

 

Motion carried unanimously.

Motion 9 was made by Council Member Harper to adjourn and seconded by Council Member Finger.
