CITY COUNCIL MEETING

MINUTES

April 4, 2016

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Terry Gray – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4, and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers-City Attorney, and Megan Reid-City Clerk.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Arline Chapman

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Arline Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

  1. Officer Matthew Munger sworn in by Mayor Chapman.
  2. Officer James Fennell introduced by Chief Cripps.

 

Motion passed unanimously.

 

Agenda Item 5 – Budget Amendments

  1. Budget Amendment Resolution – Presented by Megan Reid, City Clerk/Treasurer

 

Read aloud by City Manager, Bob Thomson.

 

Motion 1 – was made by Council Member Linda Finger to approve the resolution as read and was seconded by Council Member Mike Harper.

 

Agenda Item 6 -  Additional Agenda Items

            Add Personnel Matters to Executive Session

 

Agenda Item 7 - Approval of the Agenda

 

Motion 2 – was made by Council Member Linda Finger to approve the agenda by adding Personnel Matters to Executive Session and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 8 - Approval of Minutes

 

March 7, 2016- Council Meeting Minutes

 

Motion 3 - was made by Council Member Linda Finger to approve the minutes from March 7, 2016 and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

March 24, 2016- Called Meeting Minutes

 

Motion 4 - was made by Council Member Linda Finger to approve the minutes from March 24, 2016 and was seconded by Council member Lowell Chambers.

 

Motion passed unanimously.

 

Agenda 9 – Amendment to the Zoning Ordinance Section 119 – Building materials – 3rd and Final Reading

 

Read aloud by City Attorney Tim Chambers.

 

Motion 5 – was made by Council Member Linda Finger to approve the 3rd and final reading of the ordinance and to adopt as read and was seconded by Council member Mike Harper.

 

Discussion – Council member Lowell Chambers suggested that on page 1 there is a redundant “from” under Amendment 2.

 

Motion 5 – was withdrawn.

 

Motion 6 – was made by Council Member Linda Finger to approve this reading as the 3rd and final and adopt the ordinance with changes to page one striking “from” under Amendment Two and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda 10 - Member Comments:

 

City Clerk, Megan Reid

  • City Hall is now accepting Credit Cards.
  • Congratulated Rhythm Elements Dance Studio located in Porterdale for their successful Competition and acknowledged their invitation to the World Dance Championship in New Jersey, August 2–7, 2016. Advised the council of her potential absence.

Downtown Director, Josephine Kelly

  • Submitted a monthly report and briefly highlighted upcoming events.

 

Fire Chief, Ron Savage

  • Submitted Statistics.

 

Police Chief, Jason Cripps

  • Statistics unavailable but      will distribute once software is updated
  • Police Department hosting      a block party in Rosehill on April 16 from 1pm - 3pm
  • Chief Cripps and a few      members from the Child Fatality Review Board will be creating a Crib and      Car Seat Program soon.

 

 

 

City Manager, Bob Thomson

  • City was invited to apply      for a Playground grant and he will submit for it.

 

Mayor Arline Chapman

  • Chief Cripps invited      Representative Hank Johnson to do a tour of Porterdale. Rep. Johnson      seemed to be impressed and spoke with Josephine Kelly about marketing the      I-20 Corridor as a Film market and possibly contracting with a marketing      firm to attract large production companies such as Fox Studios.
  • Oaks Golf Course is now hosting      a Happy Hour Session Sunday – Wednesday from 4pm-6pm
  • April 5 – Travis Moore      will be at the Social House for a Meet and Greet
  • April 28th –      there will be a Candidate forum at Newton County’s Historic Courthouse

Post 3, Tim Savage

  • The Company Store will be hosting a Meet and Greet with Candidate Phil Johnson on April 25 from 6p – 8p
  • Would like to discuss bocce ball at the next work session

 

Post 4, Mike Harper

  • Would like to add Code Enforcement Issues to the Work Session and distributed handouts regarding addresses with Code Violations

 

Post 5- Lowell Chambers

  • Invited everyone to the “Raise the Roof” Concert at the Historic Porterdale Gym sponsored by the City of Porterdale and the Friends of Porterdale on April 16. Tickets are $25 and are available at City Hall, The Company Store, and The Porterdale Mill Lofts. It is Chastain style so bring your own table and chairs and food and drinks.
  • Congratulated Newton Trails on acquiring rights to the Railroad right of way which will eventually extend walking trails for 15 miles.

Agenda Item 11 - Public Comments

Erica Cunningham – Would like the Council to explore other programs for court

Ellis Milsaps – Gave a brief overview of his idea for a Bocce Ball court

 

Agenda Item 12 - Executive Session – Personnel Matters and Potential Litigation

 

Motion 11 – was made by Council Member Mike Harper to go into executive session Personnel Matters and Potential Litigation and was seconded by Council Member Linda Finger.

 

Motion 12 – was made by Council Member Mike Harper to go back into regular session and was seconded by Council Member Linda Finger.

 

Agenda Item 18 - Adjournment

 

Motion 6 - was made by Council Member Mike Harper to adjourn and was seconded by Council Member Linda Finger.
