CITY COUNCIL MEETING

ACTION MINUTES

March 5, 2012

  1. Call to order - Mayor Chapman                       
  1. Invocation - led by Will Walden
  1. Pledge of Allegiance - led by Mayor Chapman
  1. Awards, Recognitions, & Donations - Mayor Chapman recognized Council Member Anita Rainey attending training for the DDA at her own expense.
  1. Additional Agenda Items - Mayor Chapman requested to add the Porterdale Fire Department Report to the Agenda and to move it directly after the approval of the Agenda.
  1. Approval of the Agenda - Motion 1 was made by Council Member Finger to approve the agenda with the addition and seconded by Council Member Harper.  The motion passed unanimously.
  1. Fire Chief, Ron Savage, presented the Council with an update of activities, calls, and training for the Fire Department.
  1. Approval of minutes -February 6, 2012 - Motion 2 was made by Council Member Finger to approve the minutes and seconded by Council Member Harper.  The motion passed unanimously.
  1. Approval of Financial Reports - Check and Deposit Details for General Fund and W & S (totals valid through January 31, 2011) & Payroll for January 2012 - Motion 3 was made by Council Member Finger to approve all the financials and seconded by Council Member Chambers.  The motion passed unanimously.
  1. LWCF - Affirmation of Resolution dated February 28, 2012 - Motion 4 was made by Council Member Finger to affirm the Resolution and seconded by Council Member Harper.  The motion passed unanimously.
  1. Indecent Exposure Ordinance - 1st & 2nd Reading - Motion 5 was made by Council Member Harper to approve the first reading as the second and seconded by Council Member Savage.  Post 1 voted against.  Post 2, 3, 4, and 5 voted to approve.

Council discussion.

Motion 6 was made by Council Member Harper to strike item "g" from the ordinance and seconded by Council Member Savage.  The motion passed unanimously.

  1. Bow & Arrow Ordinance - 1st & 2nd Reading - Motion 7 was made by Council Member Harper to approve the first reading as the second and seconded by Council Member Finger.  The motion passed unanimously.
  1. Employee Ordinance Amendment regarding liability payout upon termination - 1st & 2nd Reading - Motion 8 was made by Council Member Finger to approve the first reading as the second and seconded by Council Member Savage.  The motion passed unanimously.
  1. DDA Appointment of City Designee - Motion 9 was made by Council Member Harper to appoint Council Member Anita Rainey as the City Designee for the DDA and seconded by Council Member Savage.  The motion passed unanimously.
  1. Pocket Parks - status update - Mayor Chapman gave an update on the parks and reminded everyone the funding for the parks was being paid from the 2011 SPLOST Recreation Fund.

  2. Chief informed Council of promotion of Jason Cripps from Sergeant to Lieutenant on Monday, March 5, 2012.

  3. Payroll package ordered

  8. Clifton, Lipford, Hardison & Parker LLC - Motion 10 was made by Council Member Finger to allow the Mayor to execute the engagement letter with the auditing firm, Clifton, Lipford, Hardison & Parker LLC, and seconded by Council Member Savage.  The motion passed unanimously.
