CITY OF PORTERDALE

CITY COUNCIL MEETING MINUTES

March 4, 2013

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Anita Rainey - Post 1, Linda Finger - Post 2, Tim Savage - Post 3, Mike Harper - Post 4, and Lowell Chambers, Post 5.  Also in attendance were the City Attorney, Tim Chambers, City Clerk, Megan Reid, and the City Manager, Bob Thomson.

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

Agenda Item 2 - Invocation

The invocation was led by Mayor Chapman.

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

Agenda Item 4 - Awards, Recognitions, & Donations

Leigh Burns, Certified Local Government Coordinator for the GA Department of Natural Resources and Historic Preservation Division, recognized the City of Porterdale as a Georgia Local Government and presented the Mayor with a Certificate.

Agenda Item 5- Additional Agenda Items

No other additional items.

Agenda Item 6 - Approval of the Agenda

Motion 1 was made by Council Member Harper to approve the agenda and was seconded by Council Member Savage.

Motion carried unanimously.

Agenda Item 7- Approval of minutes-

Motion 2 - was made by Council Member Mike Harper to approve the Regular Council Meeting Minutes from February 4, 2013 and was seconded by Council Member Savage.

Motion carried unanimously.

Motion 3 - was made by Council Member Mike Harper to approve the Called Council Meeting Minutes from February 21, 2013 and was seconded by Council Member Chambers.

Motion carried unanimously.

Agenda Item 8- Resolution for Renaissance Act

Read aloud by City Attorney, Tim Chambers.

City Manager, Bob Thomson, made a suggestion that the Resolution be written again in the proper format as read by Tim Chambers for the signatures of the Council.  Council Member Chambers stated that Georgia House District 112 Representative, Doug Holt is in favor of this resolution.

Motion 4 was made by Council Member Savage to approve the Renaissance Act Resolution and was seconded by Council Member Harper.

Motion carried unanimously.

Agenda Item 9 - Member Comments:

City Clerk - Megan Reid - No Comment

Fire Chief- Ron Savage- Absent/No Comment

Chief of Police Update - Geoff Jacobs- Absent/No Comment

City Manager Update - Bob Thomson- No Comment

Mayor - Arline Chapman- Met with the City Manager and the 2 owners of the 2 gas stations today and meeting was a success and believes that the owners are now on the same page as what the City is doing. Mayor complemented our Code Enforcement officer´s progress and that she feels there is a sense of pride being restored to the community. She is also working with the County and City of Covington on Cleaning up the Washington Street entrance to the City.

Post 1 - Anita Rainey - No Comment

Post 2 - Linda Finger- No Comment

Post 3 - Tim Savage - Parade on the 16th followed by wrestling and a fundraiser for Tyler Head.

Post 4 - Mike Harper - Would like to know the timeline of what is being done regarding the dangerous holes and intersections. City Manager Thomson gave pictures of the storm drain repairs that are being made. Council Member Harper also suggested that we get the tree inspections done as soon as possible due to the tragedy on I-20 which cost a man his life. Council Member Harper also made note that there are blue tarps on houses around town.

Post 5 - Lowell Chambers- Suggest the Housing Official have a picture of what the original houses looked like and that way he can suggest what types of supplies need to be purchased to restore the houses back to their original design.

Agenda Item 10- Public Comments 

Rev. Walter Murphy, 47 Hazel St, Porterdale, GA

  • Concerned about the Water Tower behind his house. Children are playing under the tower where there is a dangerous hole.
  • Concerned about the lack of lighting in the alley way of Osmunda and Hazel Streets.

Agenda Item 11- Property Maintenance Code 1st and 2nd Reading

City Attorney, Tim Chambers explained the origins of the ordinance and how it would affect the Historical Homes.

Read aloud by Tim Chambers.

Motion 5 was made by Council Member Savage to accept the Property Maintenance Code Ordinance as the first and second reading and seconded by Council Member Harper.

Agenda Item 18 - Executive Session- None Needed

Agenda Item 19- Adjournment

Motion 11 was made by Council Member Harper to adjourn and seconded by Council Member Savage. 

Motion carried unanimously.
