CITY COUNCIL MEETING

MINUTES

January 9, 2017

 

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Terry Gray – Post 1, Linda Finger – Post 2, Timothy Savage- Post3, Mike Harper – Post 4 and Lowell Chambers – Post 5. Also in attendance were Bob Thomson- City Manager, Tim Chambers-City Attorney, and Megan Reid-City Clerk.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Arline Chapman

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Arline Chapman led the Pledge of Allegiance.

Agenda Item 7 – Awards, Recognitions, & Donations

  1. Acceptance of Handicap School Bus from Newton County School System (valued at $25,000.)

 

Motion 1- was made by Council Member Lowell Chambers to accept the donation of the Handicap School Bus from Newton County Schools valued at $20,000 and to maximize its potential and was seconded by Council Member Terry Gray.

 

Motion passed unanimously.

Agenda Item 7 – Approval of Agenda

 

Motion 3- was made Council Member Mike Harper to approve the agenda and was seconded by Council Member Terry Gray.

 

Motion passed unanimously.

 

Agenda Item 9 - Approval of Minutes

 

December 5, 2016- Council Meeting Minutes

 

Motion 4- was made by Council Member Linda Finger to approve the minutes December 5, 2016 and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

 

Agenda Item 11– Mayor Pro-Tem

 

Mayor Chapman recommended Council Member to be the Mayor Pro-Tem for the 2017 year based on the rotation.

 

Motion 4- was made by Council Member Linda Finger to appoint Lowell Chambers as Mayor Pro-Tem and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

Agenda Item 12 – City Clerk/Treasurer

 

Motion 5- was made by Council Member Mike Harper to reappoint Megan Reid as the City Clerk and Treasurer and was seconded by Council Member Tim Savage.

 

Agenda Item 13 – Handicap School Buss Donation

 

Accepted in Awards, Recognition, and Donations.

 

Agenda Item 14- SPLOST TAN Renewal

 

Motion 6- was made by Council Member Lowell Chambers to authorize the Mayor to execute the SPLOST TAN Renewal and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 15- Public Hearing- Rezoning of .89 acres of the Covington Bypass

 

Opened by Mayor Chapman

 

No Public Comments.

 

Council Members requested a survey and discussed adding conditions to the rezoning.

 

Motion 7- was made by Council Member Tim Savage to close the public hearing and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Council Members made a list of conditions.

 

Motion 8- was made by Council Member Linda Finger to close the public hearing and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

 

Agenda Item 16- Decision for Rezoning .89 Acres of the Covington Bypass from AG to GC

 

Motion 9- was made by Council Member Lowell Chambers to rezone the property surveyed as .89 Acres on the Covington Bypass from AG (Agriculture) to GC (General Commercial) with the condition that there is a 12 inch water line installed and the difference from 8 inch piping to 12 inch piping to be paid for by the City of Porterdale, that the use for the property shall exclusively be Waffle House Restaurant, the building shall be 4 sided red brick, that the awnings and canopies be of the following colors grey, red, brown, and/or rust, there be a pedestal sign at the road to match the building, parking shall have internal circulation with the ability to connect to future adjacent properties, 25 foot buffers on adjoin residential properties  with 12 -15 foot mixed evergreens excluding Leyland Cypress trees, and a detention/retention pond to be in the rear of the building and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

  • Thanked everyone for their      preparedness for the potential snowstorm
  • Read a Thank you letter      from Paulita Bennett-Martin, 100 Miles Dedicated to protecting Georgia’s      Coast

  • Is continuing her work      with Georgia Heirs Property Group to settle the Rose Hill Properties
