CITY COUNCIL MEETING

MINUTES

January 6, 2014

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Anita Rainey – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4, and Lowell Chambers- Post 5.  Also in attendance were the City Attorney, Tim Chambers, and the City Manager, Bob Thomson. City Clerk, Megan Reid was absent.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Mayor Chapman.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

 

Agenda Item 5- Additional Agenda Items

 

Motion 1- was made by Council Member Finger to add an additional item as 5(a) swearing in of Council Members, Post 3- Tim Savage, Post 4- Mike Harper, and Post 5-Lowell Chambers and was seconded by Council Member Harper.

 

Motion carried unanimously.

 

Motion 2- was made by Council Member Finger to add an additional item as 5(b) to appoint the City Clerk and was seconded by Council Member Harper.

 

Agenda Item 6 - Approval of the Agenda

 

Motion 3 – was made by Council Member Linda Finger to approve the agenda and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 5(a)- Swearing in of Council Members

 

Mayor Chapman administered the oath of office to Council Members, Post 3- Tim Savage, Post 4- Mike Harper, and Post 5-Lowell Chambers

 

Agenda Item 5(b)- Appointment of City Clerk

 

Motion 4- was made by Council Member Harper to reappoint Megan Reid as City Clerk, and was seconded by Council Member Finger.

 

Motion passed unanimously.

 

Agenda Item 7- Appointment of Mayor Pro Tem

 

Motion 5-  was made by Council Member Finger to appoint Anita Rainey- Post 1 as Mayor Pro Tem and was seconded by Council Member Harper.

 

Motion passed unanimously.

 

Agenda Item 8- Appointment of Travis Byrd as Chairperson of Historical Preservation Commission

 

Motion 6-  was made by Council Member Mike Harper to appoint Travis Byrd as Chair of the Historical Preservation Commission and was second by Council Member Finger.

 

Motion passed unanimously.

 

Agenda 9- Charter Amendments- Update from Tim Chambers, City Attorney

 

Changes to the Charter were discussed by the council and the council directed City Attorney, Tim Chambers to make the approved changes and bring back on January 14, 2014 for a special called meeting.

 

Agenda 10- Secure View Boarding for Vacant Houses- Update by City Attorney Tim Chambers

 

Tim Chambers talked to an employee at the law department of DeKalb County and they are not working on an ordinance right now but they will contact Tim Chambers as soon as they have an update if they pass an ordinance. Mayor Chapman suggested the City go ahead and draft the ordinance.  Attorney Chambers stated that he is unsure of where to put the ordinance because of the International Property Maintenance Code and he consulted with Willie Milligan, Building Inspector. Attorney Chambers believes that any changes to the International Property Maintenance Code needs to go through the Department of Community Affairs procedures. Attorney Chambers will get some clarity on this issue and bring back the best options for the City.

 

Motion 7- was made by Council Member to move forward with drawing up an ordinance to require the installation a transparent polycarbonate non shatterproof material after repair of broken windows for securing buildings and was seconded by Council Member Savage.

 

Motion Carried 4-1 with Post 4- Mike Harper voting against.

Motion 2- was made by Council Member Linda Finger to recess the called meeting and go into the work session before reconvening the executive session, and was seconded by Council Member Tim Savage.

City Manager- Bob Thomson- No update.

 

Mayor Arline Chapman- Commended the city employees for all the successful Christmas Parade. Contacted the police chief and asked if the police department would ticket anyone who does not bring in their pets during the extreme cold weather tonight and tomorrow.

 

 Post 1- Anita Rainey- No Comment

 

Post 2- Linda Finger- Questioned why the police department did not turn in statistic sheet.

 

Post 3- Tim Savage- No Comment

 

Post 4- Mike Harper- Noticed an 18 wheeler without a trailer going down the newly paved Riverfront Road. He would like Bob to see to it that signs prohibiting this from happening again.

 

Fire extinguishers in the Gym need to be protected in a Fire Extinguisher Box. Would like a company to come out and certify our Fire Extinguishers.

 

Fire protection at the gas stations and addressed Willie Milligan about the specifics on the regulation and Willie responded that this was regulated by the County Fire Marshall.

 

He also has concerns about pit bulls moving in and not having the proper shelter.

 

3 houses up from Bobby Hamby’s house has some concerns about code enforcement. There is paint all over the ground.

 

Bob Thomson updated the council on why the police reports were not handed out was due to a software issue and he would see to it that the council gets the statistics as soon as the software is back up

 

Post 5- Lowell Chambers- Wanted to know if the Gym bathroom partitions were installed and the City Manager said they were installed.

 

Gas station complaint no water in windshield washer container nor was the air machine in order. Would like to see if there is an ordinance that can be implemented? Mayor Chapman sis not believe that is something the city could regulate, but would like the City Attorney to check to see if that is something the City could regulate.

 

Would like to acknowledge the interesting audience and asked where they were from. They were from MIT doing an internship at The Center in Covington.

Motion 9- was made by Council Member Mike Harper to go back into regular session and was seconded by Council Member Linda Finger.

Motion 10- was made by Council Member Harper to adjourn and was seconded by Council Member Rainey.
