CITY COUNCIL MEETING

MINUTES

January 4, 2016

 

Presiding over the meeting was Mayor Arline Chapman.  In attendance were Council Members Terry Gray – Post 1, Linda Finger – Post 2, Tim Savage – Post 3, Mike Harper – Post 4 and Lowell Chambers- Post 5. Also in attendance were the Bob Thomson- City Manager, Tim Chambers-City Attorney, and Megan Reid-City Clerk.

 

Agenda Item 1 - Call to order

Mayor Arline Chapman called the meeting to order.

 

Agenda Item 2 – Invocation

The invocation was led by Pastor Phillip Bone.

 

Agenda Item 3 - Pledge of Allegiance 

Mayor Arline Chapman led the Pledge of Allegiance.

 

Agenda Item 4 – Awards, Recognitions, & Donations

  1. Oaths of Offices for      Mayor, Post 1, and Post 2-

Sworn in by Honorable Judge Kimberly Degonia

  1. Chief Cripps promoted the      following Police officers

Sergeant Bill Watts to Lieutenant Commander of the Porterdale Reserve Police  Department

Officer Barnes to Sergeant of the Porterdale Reserve Police Department

Corporal Boisis to Sergeant of the Porterdale Police Department

Agenda Item 6 - Approval of the Agenda

 

Motion 1 – was made by Council Member Tim Savage to approve the agenda and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

Agenda Item 7 - Approval of Minutes

 

December 7, 2015- Council Meeting Minutes

 

Motion 2 - was made by Council Member Linda Finger to approve the minutes from December 7, 2015 and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

 

 

 

 

Agenda 8 – Appointment of Mayor Pro-Tem

 

Motion 3-  was made by Council member Mike Harper to appoint Linda Finger – Post 2 as

 

Mayor Pro-Tem and was seconded by Council Member Tim Savage.

 

Motion passed unanimously.

 

Agenda Item 9 – Appointment of City Clerk/Treasurer

 

Motion 4 - was made by Council Member Linda Finger to reappoint Megan Reid as City Clerk/Treasurer and was seconded by Council Member Mike Harper.

 

Motion passed unanimously.

 

Agenda Item 10 - Public Hearing – Local Historic District Designation

 

Opened by Mayor Arline Chapman.

 

Jack Kottl of 9 Ivy Street opposed the Local Historic District Designation and brought a petition to appeal the Local Historic Designation District

 

Rick Vaida of 12 Jackson Road was in favor of the Local Historic District Designation.

 

Closed by Mayor Arline Chapman.

 

Agenda Item 10 - Local Historic District Designation Ordinance (3rd and Final Reading)

 

Read aloud by City Attorney, Tim Chambers.

 

Motion 5 - was made by Council Member Linda Finger to approve the 3rd and final reading of the Local Historic District Designation Ordinance and was seconded by Council Member Lowell Chambers.

 

Motion passed unanimously.

 

Agenda Item 11 – K-9 Lease Agreement for K-9 Rayn and Officer Michael Bailey

 

Read aloud by City Attorney Tim Chambers.

 

Motion 6- was made by Council Member Mike Harper to authorize the Mayor to execute the Lease Agreement as presented and was seconded by Council Member Linda Finger.

 

Motion passed unanimously.

 

Agenda 13 - Member Comments:

 

City Clerk, Megan Reid

  • Joan Pfiman will be out on      medical leave beginning January 11, 2016.
  • Asked the Council Members      to email, her or City Manager Bob Thomson, topics for the Retreat Agenda      set for Saturday January 9, 2016 at 8:30am. She is trying to have an      agenda by Thursday January 7, 2016.
  • She will be out of the      office on February 8 and 9 for City Clerk training and this will be the      last class for the City Clerk Certification.
  • Received all of the      documentation for annexation of Lewis Wood’s Properties.

 

Downtown Director, Josephine Kelly

  • Announced that the City      was awarded the Vibrant Cities’ Grant for the purchase of a screen      projector and computer
  • The city met their annual      accreditation.
  • Sent out surveys for the      Business Alliance in hopes of helping the businesses in Porterdale.
  • Invited all to come to the      Main Street Board Orientation on Thursday January 7, 2016 at 4pm.
  •  

Fire Chief, Ron Savage

  • Statistics left for Mayor      and Council Members.

 

Police Chief, Jason Cripps

  • Statistics left for Mayor      and Council Members.
  • Reviewed the achievements      in the police department for the 2015 year
    • Community Block Party
    • New Uniforms
    • River Rescue Hummer
    • Vibrant Reserves Group

 

City Manager, Bob Thomson

  • Will be working on a flow      chart for the Certificate of Appropriateness Process for the Historical      Preservation Commission
  • Will be seeking a grant      for help with cutting the privet since the City was awarded this grant in      the past.

 

Mayor Arline Chapman

  • Thanked everyone for a      successful year and honor to work with such a great team.
  • January 5, 2016 Newton      County Commissioners Meeting at 6:30pm

 

Post 1, Terry Gray

  • Thanked her family for      coming in from New Jersey and will do her best to serve the community.

 

Post 2, Linda Finger

  • Thanked the voters of Porterdale.
  • Would like to discuss the LARP grant as a possibility for funding the restoration of Elm Street and South Broad St.

 

Post 3, Tim Savage

  • Welcomed Ms. Gray to the Council.

 

 

 

Post 4, Mike Harper

  • Welcomed Ms. Gray to the Council.
  • Closed out a real good year in 2015.

 

Post 5- Lowell Chambers

  • Welcomed Ms. Gray to the Council.
  • Thanked everyone for a wonderful 2015 with all of the holidays and special events.

 

Agenda Item 14 - Public Comments

 

Rick Vaida, CARE Member – 12 Jackson Road – Invited everyone to a Chili Cook Off  on February 21 and anyone who wants to help with the setup there will be a logistics meeting on January 24, 2016 at 2pm

Motion 6 - was made by Council Member Mike Harper to adjourn and was seconded by Council Member Linda Finger.

 

Motion carried unanimously
